Organizational Setting FAO's Subregional Office for North Africa (SNE) is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing subregional food, agriculture and rural development priorities. It develops and maintains relations with subregion-wide institutions including Regional Economic Integration Organizations (REIOs). The Subregional Office is a subsidiary of FAO's Regional Office for the Near East and North Africa (RNE).

Reporting Lines The Programme Officer reports to the Executive Secretary of Commission for controlling the Desert Locust in the Western Region (CLCPRO).

Technical Focus The program officer will assist the Executive Secretary to manage day to day Commission for controlling the Desert Locust in the Western Region activities.

Key Results Develop, implement, monitor and evaluate assigned programme/projects.

Key Functions • Carries out basic research on selected aspects of programmes, operations and other activities; collects, analyses and presents statistical data and other information gathered from diverse sources; • Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging development issues and trends, participation in impact evaluation or equivalent studies; • Participates in survey initiatives; issues data collection tools, reviews, analyses and interprets responses, identifies problems/issues and prepares preliminary conclusions; • Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications; • Undertakes outreach activities; participates in the development of training workshops, seminars; participates in and makes presentations on assigned topics/activities; • Participates in field missions, including provision of substantive and administrative support, data collection, etc.; • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and preparation of related documents/reports (pledging, work programme, programme budget), as necessary.

Specific Functions • Contributes to the development of RAMSES-v4 and eLocust3 and their use by the CLCPRO; • Regularly monitors the activities of the locust information officers of the national locust units of the locust control in CLCPRO member countries; • Participates in regional trainings and exchange missions in the 10 member countries of the Commission for controlling the Desert Locust in the Western Region (CLCPRO) to ensure efficient and effective use of data processing tools locusts (RAMSES-v4 and eLocust3); • Monitors the use of the web platform of the Locust Information System of national locust control systems (SVDN) by the Commission for controlling the Desert Locust in the Western Region (CLCPRO) member countries ; • Monitors the use of the web-based platform of the Locust Control System monitoring-evaluation in the Western Region by the Commission for controlling the Desert Locust in the Western Region (CLCPRO) member countries; • Monitors the use of the PSMS by the Commission for controlling the Desert Locust in the Western Region (CLCPRO) member countries; • Performs other related duties. ______________________________________________________________________________________________________ CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements • Advanced university degree in business administration or public administration, social science, political science or a related field; • Three years of relevant experience in project or programme management, administration or related area; • Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions is desirable; • Extent and relevance of experience in project or programme management and administration ; • Demonstrated skills and experience in Resource Mobilization; • Extent and relevance of experience in agricultural development, capacity development, training, knowledge sharing, and international technical cooperation programs is considered a strong asset; • Extent and relevance of experience in institutional collaboration and partnership with governments, private sector and development regional, national and local agencies.
