This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Eligibility criteria

Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

Within the delegated authority and under the supervision of Programme Specialist (Chief of Palestinian Programme) or his designated mandated representative(s), the UNV Programme Officer will:

  • Monitor budgets and financial expenditures of section, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision/follow up;
  • Provide support on budget revision/preparation, implementation status, determination position of funding utilization, operational, and financial closure;
  • Prepare and maintains records, documents and control plans for the budget monitoring of project/programme implementation;
  • Maintain office calendar and arrange meetings. Take minutes of meetings and keep the correspondence of the team well organized;
  • Provide travel assistance to staff members in section for travel arrangements and entitlements based on the organization’s rules and policies;
  • Support capacity development activities, meetings and conferences by making the logistical arrangements, through engaging with facilitators, caterers and hosts; arrange times through liaising with participants over availability; liaise with budget focal points and section over costs and needs; and prepare agendas on meetings and events and background materials for participants;
  • Ensure the timely and accurate recording and administrative processing of government & NGO’s proposals and requests for direct cash transfers (DCTs);
  • Conducting programme monitoring in UNICEF focus districts for cash and supplies and informing team-members on the status;
  • Helping conduct regular spot checks of partner’s projects to assess their financial record-keeping, expenditure controls and reporting systems;
  • Monitoring and tracking the efficient distribution of supplies that are required for effective programme delivery;
  • Support the management of administrative supplies and office equipment;
  • Any other related tasks as may be required or assigned by the supervisor;

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

  • Bachelor’s degree in business management, administration, finance, or any other relevant field of discipline.

Required experience:

60 Months

Experience remark:

  • At least 5 years of professional work experience at the national and/or international level in office management, administration, finance, accounting, supply or any other relevant function.
  • Experience in emergency preparedness, contingency planning and response.
  • Field work experience particularly focused in the Palestinian camps and gatherings in Lebanon an asset.
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
  • Have affinity with or interest in Palestinian Programme, volunteerism as a mechanism for durable development, and the UN System.
