Org. Setting and Reporting The mandate and work of the office derives from General Assembly resolution 51/77 and subsequent General Assembly resolutions, as well as successive Security Council resolutions on children and armed conflict. The role of the SRSG-CAAC is to strengthen the protection of children affected by armed conflict, raise awareness, promote the collection of information about the plight of children affected by war and foster international cooperation to improve their protection. This position is located in the Office of the Special Representative of the Secretary-General for Children and Armed Conflict (OSRSG-CAAC) at UNHQ in New York. The incumbent reports to the Special Representative of the Secretary-General for Children and Armed Conflict (SRSG-CAAC) through the Special Advisor of the SRSG-CAAC.

Responsibilities Within delegated authority, the Programme Officer will be responsible for the following duties: - Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. - Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. - Researches, analyzes and presents information gathered from diverse sources. - Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. - Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. - Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, including coordinating annual reports and ensuring consistency and compliance of the Global Horizontal Note and the Secretary General’s Annual Report on CAAC to the Security Council with the Monitoring and Reporting Mechanism methodology and other relevant reports. - Provides substantive support to consultative and other meetings, conferences, etc., including to the Security Council, Security Council Working Group (SCWG-CAAC), General Assembly, subsidiary organizations, and negotiating bodies, to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc such as speeches or briefing notes, and notes for the record on key meetings. - Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. including the preparation of meetings of the SRSG-CAAC with officials from countries under the Organization's purview. - Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). - Performs other duties as required.

Knowledge and understanding of theories, concepts and approaches relevant to particular sector, functional area or other specialized field. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Education An advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required. Experience in policy development in the areas of human rights, child protection or child rights is required. Experience in conducting research, drafting publications and analytical reports in peace and security issues, human rights, or child protection matters is required. Experience working on regional conflict issues, or regional prevention and protection policies in an international organization is desirable. Experience in political outreach and coordination with member states of international organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Special Notice Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

Appointment or assignment against this position is for an initial period of one year.
