Org. Setting and Reporting This position is located in the Director’s Office of the Outreach Division in the Department of Global Communications at the UN Headquarters. The Programme Officer reports directly to the Director of the Outreach Division. The focus of this job is to lead the planning, implementation, monitoring and evaluation of a major engagement throughout the UN system for UN Day 2021 and lead the strategic engagement and programming for the UN presence at Expo in Dubai.

The Outreach Division builds support for the United Nations by fostering dialogue with global constituencies such as civil society, the entertainment industry, media, academia, educators, students, and libraries.

This position is available for an initial period of six months, effective 1st May 2021, with possibility of extension depending on operational needs and availability of funding.

Responsibilities Within delegated authority, the Programme Officer will be responsible for the following duties: •Develops, implements and evaluates assigned programmes/projects, i.e. a major engagement for UN Day 2021 and participation of the United Nations at Expo; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; oversees and manages strategic engagement with relevant parties, including Member States, Private Sector Partners, civil society, academia, and UN entities; ensures follow-up actions. •Performs consulting assignments, in collaboration with external partners and UN entities, by planning facilitating workshops and through other interactive sessions. •Researches, analyzes and presents information gathered from diverse sources. •Coordinates strategic policy development for the UN presence at Expo, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, •Oversees key messaging and communications for special projects and programming to ensure alignment with the UN’s Global Communications Strategy and organizational priorities; oversees production of relevant multimedia content in multiple languages for media engagement. •Generates survey initiatives;; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. •Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies; drafts sensitive correspondence etc. •Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. •Initiates and coordinates outreach activities; identifies relevant partners, builds and manages relationships for programming and engagement; including for Expo and UN Day 2021; maintains networks of high-level communication contacts with broadcast media, the press etc. •Leads a small team of professionals to execute special projects and programming for UN Day and the UN presence at Expo. •Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). •Performs other duties as required.

Competencies •Professionalism: Knowledge and understanding of United Nations priorities such as the Sustainable Development Goals, the United Nations anniversaries and International Days. Experience in the management of large complex events and campaigns for an international organization, including highly developed research strategies. Comprehensive experience in conceptualizing creative and innovative global outreach initiatives as well as in overseeing development of content for global markets and social media assets in multiple languages. Experience in negotiating and managing legal agreements; procurement of vendors for the implementation of large, complex, projects, events and campaigns. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to interpret current global issues for multiple audiences. Proven experience in developing partnerships with influencers, Messengers of Peace, Goodwill Ambassadors to create highly engaging events and campaign engagement. Experience in working with UN entities, such as Field Offices, United Nations Information Centres, Resident Coordinator Offices and UN agencies for engagement on United Nations priorities. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

•Teamwork: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

Education Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, film, business administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in project or programme management producing large complex campaigns for an international organization is required; Experience producing large-scale events and interactive installations for the UN and/or another international organization is required; Experience working with the media, Messengers of Peace and Goodwill Ambassadors, and/or influencers and the creative community is required. Experience in exhibits and video production is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of French is desirable. Knowledge of another official United Nations language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
