Org. Setting and Reporting The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote regional cooperation for inclusive economic and social development in the Asian and Pacific region. ESCAP's role as a regional development arm of the United Nations Secretariat is to support its membership, through its analytical, normative and technical cooperation, to respond to the development priorities and changing needs of the Asian and Pacific region. The key objectives are to: (a) foster economic integration at the subregional and regional levels; (b) promote the regional implementation of the internationally agreed development goals, including the 2030 Agenda for Sustainable Development; and (c) support regional sustainable development by helping to bridge economic, social and environmental gaps among member States and subregions.

This position is located in the Capacity Development and Partnerships Section, the Strategy and Programme Management Division (SPMD). The Programme Officer reports directly to the Chief of the Capacity Development and Partnerships Section.

Responsibilities Under the direct supervision of the Chief of the Section in the Strategy and Programme Management Division, and overall supervision of the Director of the Division, the Programme Officer will be responsible for the following duties: •Coordinates the engagement with current and potential new ESCAP partners, including through regular consultations on resource mobilization requirements and priorities for new and enhanced cooperation; further development of tools for donor profiling, visibility and outreach; and negotiations of trust fund agreements, other funding/contribution agreements, memoranda of understanding and other partnership agreements with partners. •Develops and implements assigned programmes/projects; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. •Prepares and reviews text of agreements such as Memorandums of Understanding (at the strategic level) and Memorandums of Agreement (at the working level), with partners as well as Trust Fund agreements through which donors and partners transfer funds to ESCAP. •Provides support to the implementation of the Umoja Extension-2 in ESCAP, including strategic management and project and portfolio management applications. •Researches, analyzes and presents information gathered from diverse sources. •Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, •Organizes and prepares written outputs, including draft background papers, analysis, reports and studies, and inputs to publications. •Provides substantive backstopping to consultative and other meetings and conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations. •Initiates and coordinates outreach activities; conducts training workshops and seminars; makes presentations on assigned topics/activities. •Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. •Performs other related duties as required.

  • CLIENT ORIENTATION: Considers all those to whom services are provided to be "clients" and seeks to see things from clients' point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients' needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

    Education Advanced university degree (Master’s degree or equivalent) in law, business administration, management, economics or a related field, is required. A first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of seven years of progressively responsible experience in project or programme management or related area is required. Experience in resource mobilization and partnerships development with a variety of stakeholders in an international organization is required. Conceptual knowledge and practical experience with result-based management in capacity development projects is required. Experience in organizing donor relations meetings and fundraising events for an international organization is highly desirable. Experience in drafting and reviewing Memorandum of Understanding (MoUs), Memorandum of Agreement (MoAs) and Trust Fund Agreements in the context of intergovernmental organizations is desirable. Proven/practical experience in implementing and operating enterprise resource planning systems is desirable. Experience working in the Asia Pacific region is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
