Org. Setting and Reporting This position is located in the Executive Office of the Secretary-General (EOSG), in the Sustainable Development Unit (SDU). SDU supports the strategic engagement of the Secretary-General and the Deputy Secretary-General on sustainable development. It supports the Deputy Secretary-General in overseeing implementation of and continued global advocacy for the 2030 Agenda for Sustainable Development, the Addis Ababa Action Agenda and the Paris Agreement on Climate Change. This position is funded from extra-budgetary resources.

The Programme Officer reports to the Deputy Director, Sustainable Development Unit

Responsibilities Supports SDUs work on financing for sustainable development and financing of the COVID19 socioeconomic response , particularly the work on implementing the key initiatives and actions of the Secretary-General’s Strategy Roadmap for Financing the 2030 Agenda for Sustainable Development and green recovery from COVID-19 and advances cross-cutting work on broader catalytic solutions for financing for development for the Decade of Action to accelerate the implementation of the Sustainable Development Goals.

Supports the planning, implementation coordination and reporting of the Joint Programme Financing a Green, Inclusive and Sustainable Recovery, including the oversight of programmatic/administrative tasks necessary; logistical and operational support to the Governing Body and Operational Steering Committee of the Fund; consolidation of annual and final narrative reports provided by the Participating UN Organizations; monitoring of the operational risks and Fund performance; facilitate collaboration and communication between Participating UN Organizations to ensure programmes are implemented effectively; and liaise with the Administrative Agent on fund administration issues, including issues related to project/ fund extensions and project/fund closure.

Collaborates across different areas of SDU and EOSG, and coordinates with relevant divisions and UN agencies to orchestrate a coherent delivery of the Decade of Action, the Secretary-General’s Financing Strategy and implementation of the Secretary-General’s Roadmap, including in terms of strengthening collaboration with multilateral development banks, the private sector and supporting countries to meet their commitment to put integrated national financing frameworks at the heart of efforts to implement national sustainable development plans.

Links the green recovery activities under the financing of the COVID19 socioeconomic response with other UN sponsored and supported processes, summits, and fora.

Develops key messages and narratives on financing the 2030 Agenda drawn from the Secretary-General’s Roadmap and other relevant policy papers, reports and calls to provide coherent, consistent and contextualized messaging at all UN events and other fora.

Prepares talking points, briefing notes and other inputs for the Secretary-General, Deputy Secretary-General and other senior officials for a variety of presentations and meetings

Prepares finance-related reports, briefings and background materials.

Organizes/co-ordinates meetings, seminars, etc. on financing issues, including the substantive preparation and organization of such meetings or seminars

Undertakes any other programmatic/administrative tasks necessary for the implementation of the Secretary-General's Financing Strategy.

Participates in international, regional or national meetings and provides programmatic/substantive expertise on financing issues, or holds programmatic/substantive and organizational discussions with representatives of other institutions.

Assists in developing and maintaining an effective external interface on financing matters with key individuals and organizations, e.g. Bretton Woods institutions, and independent lead experts.

Catalyzes and shapes key initiatives and financing instruments and encourages the strengthening of finance-related services to Member States in line with development system reforms.

Consolidates annual and final narrative reports of the Multi Partner Trust Fund – Strategy for Financing 2030 Agenda.

Ensures the monitoring of the operational risks and Fund performance, and liaise with the Administrative Agent on fund administration issues.

Facilitates collaboration and communication between Fund participants to ensure programmes are implemented effectively.

Education An advanced university degree (Master’s or Doctorate degree, or equivalent) in economics, development finance or related fields is required. A first-level or advanced degree (Bachelor’s, Master’s or Doctorate degree, or equivalent) in any fields of studies with two additional years of relevant work experience may be accepted in lieu of an advanced university degree in the specified fields of studies.

Work Experience A minimum of seven years of progressively responsible experience in policy-oriented work, on a broad range of finance, economic and sustainable development issues is required. A minimum of five years of progressively responsible experience relating to finance, investment, insurance, economics and environmental economics is desireable Understanding of financial services (banking, insurance and/or investment) is an asset.

Languages English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required; Knowledge of another official United Nations language is an advantage.
