Org. Setting and Reporting This position is located at the Regional Office for West and Central Africa (ROSEN) of the United Nations Office on Drugs and Crime (UNODC) in Dakar, Senegal. The incumbent will work under the overall guidance of the Regional Representative for ROSEN and the direct supervision of the Senior Law Enforcement Expert (Head of the Law Enforcement Section) at ROSEN. He/she will work in close cooperation with relevant sections at ROSEN as well as UNODC headquarters (HQ) in implementing the project “Assistance to the ECOWAS and to Member States in West and Central Africa for the Development and Implementation of Drug Control and Crime Prevention Strategies (XAMU50)” and “Organized Crime: West African Response to trafficking” (OCWAR–T) Project.

Responsibilities The incumbent will perform the following specific duties:

  • Provide substantive and technical input to the development and implementation of assigned activities to be conducted within the framework of the XAMU50 and OCWAR-T Projects.

  • Plan, implement, manage, and monitor specific project activities and coordinate and liaise with relevant partners, ECOWAS, other UN agencies, donors and other stakeholders with regard to project/programme development, implementation, monitoring and evaluation in the area of counter-narcotics and counter-transnational organized crime technical assistance and training.

  • Prepare budget revisions and substantive and financial reports linked to the implementation of the projects, in particular quarterly, semi-annual and annual project progress reports, annual financial reports, etc., for the UNODC ROSEN Regional Director and officers, UNODC HQ, ECOWAS and the donor(s).

  • Guide and orient the efforts and contributions of consultants, programme personnel, donors, institutions and national authorities towards the achievement of the projects’ objectives.

  • Prepare and disseminate work-plans, terms of reference, and other project-related documentation.

  • Prepare terms of references for national and international consultants/experts and propose possible candidates and coordinate the work of national/international consultants/experts.

  • Ensure that operations, financial management, procurements, logistics, liaison and communication activities assigned to the projects are conducted according to UNODC standards and procedures.

  • Organize and implement training courses, seminars, working groups, workshops and study tours, ensure timely selection of candidates and submission for reports from participants upon completion of the related activities.

  • Prepare/review all correspondence linked to the implementation of parts of the projects assigned.

  • As required, guide and coordinate the work of programme staff and interns.

  • Carry out other work-related tasks as assigned.

    Competencies - Professionalism: Has knowledge and understanding of theories, concepts and approaches relevant to criminal justice, judicial reform, law enforcement and/or related fields. Has substantive knowledge of the work and mandates of UNODC. Has knowledge of policies and practices in international crime prevention and criminal justice. Has very good research, evaluative and analytical skills. Is able to identify and contribute to the solution of problems/issues and has good coordination skills. Has knowledge of various research methodologies and sources, including electronic sources on the internet, intranet and other databases. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.     Education An advanced university degree (Master’s degree or equivalent) in international relations, law, political or social sciences or other relevant discipline is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of five years of progressively responsible professional work experience in programme management in areas related to drug prevention or criminal justice is required. Experience in partnership networking or donor relations is required. Programme development experience in the area of criminal justice, judicial reform or law enforcement is desirable. Work experience with the United Nations system or other similar international organization is desirable. Experience in working with project management tools is desirable. Working experience in the West African region is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

    Special Notice •This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
