Organizational Setting FAO is a specialized agency of the United Nations that leads international efforts to defeat hunger and malnutrition. In Nigeria, FAO has been working closely with the government since 1976 and established its Country Office in 1978. FAO's work in Nigeria is guided by the Country Programming Framework (CPF), a strategic plan developed in collaboration with the government and stakeholders. The CPF aligns with Nigeria's national development goals and the United Nations Sustainable Development Cooperation Framework (UNSDCF). It focuses on creating efficient, inclusive, resilient and sustainable agrifood systems for better production, nutrition, and environmental conservation, and encompasses both development and emergency aspects considering the situation in the Northeast of Nigeria. In essence, FAO's mission in Nigeria is to contribute to a future where everyone has access to nutritious food, economic opportunities and a healthy environment. Through collaborative efforts and strategic planning, FAO is committed to making this vision a reality. The position is located in the FAO Representation in Abuja, Nigeria.

Reporting Lines The Programme Officer reports to the FAO Representative (FAOR).

Technical Focus Support the FAO Representative with particular focus on programme development, resource mobilization and programme implementation.

Key Results Develops, implements and evaluates effective leadership and management of major projects and teams in accordance with the objectives of the Country Office and the FAO Strategic Framework.

Key Functions • Develops, implements and evaluates assigned programmes/projects; monitors and analyses programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective action; liaises with relevant parties; ensures follow-up action. • Performs specific assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. • Researches, analyses and presents information gathered from diverse sources. • Coordinates policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies. • Generates survey initiatives; reviews, analyses and interprets responses, identifies problems/issues and prepares conclusions. • Organizes and prepares written outputs, e.g. background papers, analyses, sections of reports and studies, inputs to publications. • Provides substantive backstopping to consultative and other meetings and conferences to include proposing agenda topics, identifying participants, preparation of documents and presentations. • Initiates and coordinates outreach activities; conducts training workshops and seminars; makes presentations on assigned topics/activities. • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries. • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget).

Specific Functions • Coordinates human and financial resources, including the implementation of field security and safety policies for staff, partnership agreements, procurement, personnel contracts and official correspondence. • Monitors the policy environment and identifies implications for the implementation of the FAO programme and its underlying resilience strategy. • Coordinates and contributes to the development and delivery of effective advocacy and partnership strategies, as well as the dissemination of information, in the framework of the knowledge management activities of the Organization. • Organizes the preparation of briefs and comprehensive reports on FAO priorities and programmes in the country and ensures the timely dissemination of information to key stakeholders, including the government, donor community, United Nations agencies and non-governmental organizations (NGOs).

Minimum Requirements • Advanced university degree in an area related to the activities of the Organization, i.e. agriculture, forestry, fishery, economics, social science, business administration, political science, or closely related field. • Seven years of relevant experience in resilience programme management, associated with agricultural and rural development in emergency and development contexts, and in planning, formulating, implementing, monitoring, and evaluating field programmes. • Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions, is desirable. • Extent and relevance of experience in relation to institutional frameworks for disaster risk reduction, early warning, risk analysis and emergency preparedness and response work. • Extent and relevance of experience in formulating, analysing and managing agriculture and food security programmes, ensuring a linkage between early recovery activities and subsequent development actions. • Extent and relevance of experience in resource mobilization in support of resilience programmes, as well as experience in their planning and implementation. • Knowledge and experience in the application of operational guidelines and programme/project management procedures, preferably those adopted by United Nations agencies. • Extent of experience and relevance of knowledge in international frameworks relevant for resilience programming and disaster risk reduction and management (e.g. Sustainable Development Goals (SDGs), Sendai Framework for Disaster Risk Reduction (SFDRR), United Nations Framework Convention on Climate Change (UNFCCC) Paris Agreement), working with partners and relevant institutions or network in the region and beyond. • Extent and relevance of experience in organizing international meetings, seminars and training events. • Extent of experience in the country of assignment, including knowledge of its political, cultural aspects and development priorities, is desirable. • Extent of experience in and ability to negotiate and cooperate with senior officials in national governments, intergovernmental organizations and other institutions and in designing collaborative networks and joint programmes.
