Org. Setting and Reporting This position is located in the Department of Safety and Security (DSS), Division of Specialized Operational Support (DSOS), Office of the Director. DSS is responsible for providing leadership, operational support and oversight to the UN Security Management System (UNSMS) to enable the safest and most efficient conduct of the programmes and activities of the United Nations System. DSOS provides support to the Under-Secretary-General through the Training and Development Section, the Critical Incident Stress Management Unit, the Physical Security Unit and the Protection Coordination Unit. This office also has additional components that address, inter alia, Commercial Air Travel Safety, and Road Safety.

Responsibilities Within delegated authority and under the guidance of the Deputy Director, the Programme Officer will be responsible for the following duties:

•Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. •Supports the rollout, introduction, and maintenance of changes to common software and platforms, as directed; maximizes potential of the systems supported; e.g. identifies elements for archival or transfer; manages migrations and conversions as required and ensures that DSS components are advised of requirements in consultation with OICT; •Maintains permissions, as directed, for appropriate staff access to information; coordinate with OICT as required. Develop or maintain Standard Operating Procedures (SOP) related to distribution lists, groups, and other site manager responsibilities to guarantee compliance; •Understands the network of UNDSS online presence to monitor and coordinate updates or revamping appropriate to the online site(s) to assure staff may access information efficiently, and consequently would optimize the user experience, and enhance UNDSS visibility. Introduce navigation tweaks, consistent branding, and lively stories, accompanied by the restructuring and re-grouping of information within the limitations of the platform. •Revamps or updates DSS TRIP clearance website, which is accessed by UN staff at large when travelling in a manner that provides an opportunity for UNDSS to promote our presence or convey key messages, such as safety and security policies and guidance. •Provides suggestions and creates mechanisms to automate processes wherever possible. •Provides and coordinates regular maintenance to the UNDSS online presence Performs consulting assignments within DSS to plan and facilitating workshops, through interactive sessions and assist in developing an action plan which DSS could adopt to manage changes. •Develops, as directed, or works as part of a team to develop, UNDSS software applications to support information management at the user level. •Researches, analyzes and presents information gathered from diverse sources. •Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies in support of information management and the DSS web related activities. •Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. •Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications in support of DSS information management as well as security technology. •Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. •Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. •Participates in or leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries in support of introducing DSS innovations. •Performs other duties as required.

•Technological Awareness: Keeps abreast of available technology; understands applicability and limitation of technology to the work of the office; actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology.

Education Advanced university degree (Master’s degree or equivalent) in information management, information systems, business administration, management, economics or a related field. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in information management, project management, programme management, or other related area, is required. Experience in the business analysis and development and management of information, data and technology services is desirable. Experience working in an international organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

  • The duration of need for this temporary job opening is for a six-month period with possibility of extension. The recruitment for this position is subject to availability of funds. Any extension of appointment is subject to extension of the mandate and/or the availability of the funds.   • A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. In its resolution 66/234, the General Assembly further "stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…" Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.

  • Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

  • While this temporary job opening may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
