Org. Setting and Reporting

The position is located in the UNODC Programme Office in Somalia (POSOM) - Global Maritime Crime Programme (GMCP), Regional Office for Eastern Africa (ROEA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the direct supervision of the UNODC Programme Officer, Indian Ocean West, and under the overall supervision of the UNODC Senior Programme Officer, heading GMCP.

Responsibilities

UNODC GMCP supports capacity building of Somali Maritime Law Enforcement agencies and Somali Custodial Corps to enhance capacity and capability to effectively address maritime crime in the criminal justice system in Somalia. Within assigned authority and within the framework of the GMCP, the incumbent will support in the management, monitoring and evaluation of the programme activities both from a substantive and administrative standpoint, and will assist the UNODC Programme Officer, Indian Ocean West Programme with the day-to-day management of programme activities related to programme activities in Mogadishu. The incumbent will also assist in other related activities for the GMCP. The incumbent will be responsible for the following specific duties:

• Participate in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and proposes corrective actions; liaise with relevant parties; identify and track follow-up actions. • Perform consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. • Research, analyze and present information gathered from diverse sources. • Assist in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Undertake survey initiatives; design data collection tools; review, analyze and interpret responses, identify problems/issues and prepare conclusions. • Prepare various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provide substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Undertake outreach activities; conducts training workshops, seminars, etc.; make presentations on assigned topics/activities. • Participate in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinate activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Ensure that requirements, background information used for data analysis are documented. • Perform other work-related duties as required.

Education

An advanced university degree (Master’s degree or equivalent) in law, criminology, business and administration, management or other relevant social science is required. A first level degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible professional experience in implementing projects or programme activities relevant to criminal justice capacity building, particularly prison reform projects, is required.

A minimum of one year of professional experience in the field of capacity building for maritime law enforcement is required.

Work experience in technical cooperation for prison reform and prevention of violent extremism is required.

Work experience in programme development in the field of the rule of law is required.

Work experience in planning, establishing and managing international training and capacity building programmes is required.

Experience in project management for international technical cooperation involving development issues and administration of foreign aid projects is desirable.

Experience in implementing programmes requiring coordination with multiple national authorities is desirable.

Work experience with the United Nations system and/or other international organizations is desirable.

Experience in data analytics or related area is desirable.

Work experience in post-conflict countries is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another United Nations language official is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
