You have:

  • Advanced university degree in business administration or public administration, social science, international development, or a field relevant to the work of the Organization.
  • Seven years of relevant experience in project or programme management, outreach, administration or relevant areas.
  • Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Organizational Setting The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind. The South-South and Triangular Cooperation Division (PST) was established to coordinate and implement FAO's renewed South-South and Triangular Cooperation (SSTC) strategy following the Outcome of the Second High-Level UN Conference on South-South Cooperation (BAPA 40) and the 2030 Agenda for Sustainable Development. PST aims to be a hub for knowledge generation and exchange to promote the uptake of sustainable agricultural practices, technologies, and innovations to address challenges in agriculture and rural development facing developing countries. PST also oversees, coordinates and facilitates South-South and Triangular Cooperation partnerships across the Organization as an effective mechanism for implementing the FAO Strategic Framework, through the exchange of development solutions, promotion of platforms for knowledge management and networks, mobilization of upstream policy support, and fostering enabling environment for effective SSTC among countries in the global south. The post is located in the South-South and Triangular Cooperation Division (PST) at FAO headquarters in Rome, Italy.

Reporting Lines The Programme Officer reports to the Director, PST.

Technical Focus Establishment of SSTC key partnerships, resource mobilization and financing for SSTC, outreach, capacity development and support of programme/project coordination and of HQ and decentralized SSTC networks.

Key Results In accordance with PST’s objectives and the FAO Strategic Framework, coordinate PST partnerships, resource mobilization, capacity development and outreach; and provide support in the development, implementation, monitoring and evaluation of PST programmes/projects, as well as provide operational advice to PST.

Key Functions • Initiates contact with potential partners to explore funding opportunities, leads negotiations of funding agreements and project proposals with governments, international organizations, private sector and civil society partners; • Facilitates PST capacity development efforts in support of staff in all locations with regard to resource mobilization, outreach and partnerships; • Leads the production and implementation of PST training material in line with the SSTC Guidelines for Action; • Organizes and facilitates outreach activities related to PST objectives and SSTC Guidelines for Action for Strategic Areas of Focus (SAFs); facilitates donor meetings, events and outreach campaigns; • Maintains effective working relationships with key stakeholders throughout the project cycle, including to support implementation, facilitates monitoring and compliance issues and ensures submission of reports, as required; •Identifies lessons learned, constraints and issues that require timely resolution and corrective actions and presents recommendations to the PST Senior Programme Officer and PST Director for improving performance; • Represents the Organization in meetings with government officials, partners and donors in order to advocate for strategic partnerships; represents PST on organization-wide committees and working groups.

Specific Functions • Coordinates with and supports FAO offices, Centres, Divisions and Decentralized Offices in the development, implementation and monitoring of PST's partnerships and resource mobilization; • Collaborates in strategic thinking and related plans to further develop and facilitate the implementation of the SSTC Guidelines for Action; • Initiates and coordinates outreach activities; conducts training workshops and seminars; makes presentations on assigned topics/activities; • Develops and implements strategic SSTC partnerships with key donors and assists the PST Senior Officer in liaising and coordinating with Offices or Divisions on strategic initiatives; • Briefs and supervises junior SSTC programme staff regarding all aspects of the job; ensures adherence to procedures and work requirements as well as accuracy and diligence of the work performed; • Monitors the implementation of PST SSTC programmes/projects in alignment with FAO’s Programme Priority Areas (PPAs) in assigned countries, and prepares analytical reports.

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions. • Demonstrated experience in resource mobilization for SSTC, strategic partnerships development and implementation, including with donors, media, FAO Members, private sector, and civil society. • Extent and relevance of experience in establishing partnerships and networks and in managing relations and outreach with partners. • Extent and relevance of experience in SSTC capacity development, outreach strategies, and in preparing and coordinating programmes. • Understanding of FAO’s mandate and programmes is an asset.
