OBJECTIVES OF THE PROGRAMME

  • To reduce morbidity and mortality attributable to vaccine preventable diseases by implementing routine immunization and supplemental immunization activities, in accordance with established technical guidelines and in line with the Decade of vaccine Goals, the Global Vaccine Action Plan (GVAP) and the eastern Mediterranean Vaccine Action Plan (EMVAP) 2016 - 2020, the Polio Eradication and Endgame Strategic Plan 2013-2018 and the comprehensive multi-year plan (cMYP) 2016-2020 of Djibouti.
  • To enhance AFP surveillance performance and raise population immunity as to maintain the status of polio-free country.
  • To implement and monitor appropriate public health interventions in order to achieve the WHO NTD Roadmap targets resulting in the control and elimination of selected neglected tropical diseases in Djibouti.

DESCRIPTION OF DUTIES

1) Strengthening routine immunization system:

  • Implement the Reach Every Community approach at the district level as per the GVAP.
  • Improve routine immunization coverage, including periodic intensification of routine immunization, child health days and integrated child health intervention.
  • Develop and implement a strategy and plan of action to strengthen the monitoring and evaluation system of immunization programmes and to improve the national immunization programme (NIP) at all levels.

2) Implementation of measles and Rubella control/elimination strategy:

  • Review, update, and oversee the implementation of the plan of action for measles/rubella control and elimination as well as establishing and implementing a system to monitor measles elimination indicators.
  • Provide technical guidance for planning and implementation of measles/rubella supplementary Immunization Activities (SIAs), including, conducting outbreak risk assessment, ensuring proper planning and preparation for the SIAs through using the country readiness tool, conducting intra SIAs monitoring and follow up and conducting post SIAs evaluation and vaccination coverage survey.
  • Implement, monitor and evaluate measles case-based laboratory surveillance according to regional and national guidelines and monitor measles surveillance performance indicators.

3) Introduction of new vaccines:

  • Provide technical input for : o developing applications to the Global Alliance for Vaccines and Immunization (GAVI). o developing new vaccine introduction plan and necessary guidelines.o reviewing the registration and reporting system to include the new vaccine.
  • Developing relevant training materials as well as supporting NIP in conducting the necessary trainings.

4) Establishing and strengthening surveillance vaccine preventable diseases:

  • Implement, monitor and evaluate regional networks for laboratory- based surveillance of diseases preventable by new vaccines, including, bacterial meningitis, other invasive bacterial diseases (bacterial pneumonia and Sepsis) and Rotavirus gastroenteritis surveillance.
  • Develop and implement a strategy and plan of action for strengthening surveillance of other vaccine preventable diseases.

REQUIRED QUALIFICATIONS

Education

Essential: University Degree in medicine or health-related sciences Desirable: Masters' degree in epidemiology, public health or equivalent, and/or training in epidemiology of communicable diseases, particularly vaccine-preventable diseases as well as in biostatistics and data analysis, Diploma in Tropical Medicine

Experience

Essential: At least 5 years of relevant experience combined at the national and international levels in immunization programmes, vaccine-preventable and other communicable disease surveillance and data management in the context of development and relief operations Desirable: Extensive training/experience in EPI, surveillance and data management.Experience in resource mobilization and policy development preferably in emergency countries.

Skills

1. Demonstrated in-depth knowledge of principles, practices, methodology and techniques of immunization programmes, communicable disease surveillance and response.

2. Excellent knowledge in analysing vaccine preventable and other communicable diseases and EPI-related data, synthesizing information and presenting clear and concise conclusions and decision making.

3. Good understanding of poliomyelitis eradication and measles control and elimination strategy and introduction of new vaccines.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2633 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
