Role Summary

We are looking to hire an exceptional Programme Manager with experience and expertise across technology and government advisory. Joining a fast growing team, the Programme Manager will support efforts to coordinate the implementation of a suite of technology, digitisation and innovation initiatives in the public sector. Report to our in-country Senior Manager Digital Transformation, the role involves supporting the Senior manager to plan, operationalise, track and measure the impact across the growing digital and innovation portfolio in country, with an initial focus on digital infrastructure and e-government. The Programme Manager will capitalise on the wide range of expertise and resources across TBI, in particular those in our Global Client Solutions (GCS), Global Innovation Unit (GIU) and Partnerships & Initiatives (PI) team, to bring the best of TBI to our government clients.

This is a key role requiring a candidate with relevant expertise in tech, proven experience in project management and strategy development, with the right skills, temperament and drive to deliver in a complex and sensitive government environment.

Key outcomes of the role

Successful delivery of the role will include:

  • In country digital & innovation portfolio planned against global strategic results framework, staffed with engaged and results oriented people, and effectively managed to deliver expected results with Ministries and key stakeholders;
  • An operational workplan developed; tools in place and utilised to track and monitor status and impact across implementations;
  • Contributing to the development of the in-county digital & innovation strategy, including supporting the broader tech country team to scope new opportunities, in line with the agreed strategy.
  • Effective and trusted relationships established with key counterparts in government, and other key stakeholders;
  • Thought leadership recognised in country/regionally/globally and contribution to our tech for development global offer and playbook; and
  • Deliver on key internal reporting deadlines.

Responsibilities

Working closely with the Senior Manager Digital Transformation, the Programme manager is expected to support the delivery of a coherent and impact-driven digital transformation offer for our client, based on tech-enabled solutions and harnessing digital technologies.

Key responsibilities include:

  • Working closely with Senior Manager Digital Transformation review and maintain project goals, plans, proof points and OKRs. Support the evolution of the Country Digital & Innovation Strategy. Engage with other TBI Teams to drive delivery, troubleshoot and manage roll-out.
  • Support the Senior Manager to maintain effective and trusted relationships in government in line with the country strategy and positioning, and in service of the overall TBI mission to support political leaders to achieve results that benefit the people of the country.
  • Support the recruitment and management of staff, as required. The post holder will be expected to develop strong working relationships with colleagues across the organisation.
  • The Programme Manager will support the Senior Manager Digital Transformation & Innovation on internal reporting, by leading on key reporting products for the country team, such as reporting Objectives and Key Results, and providing internal updates on digital and innovation workstreams.

Person Specification

We are looking for an experienced Programme Manager with the following:

  • Experience in business operations, technology, consulting or advisory functions on tech;
  • A minimum of 8 years’ experience in management consulting or government advisory on tech in a coordination or programming role;
  • Significant years’ experience in management consulting, digitisation and/or government advisory
  • Ideally experience working in the Balkans and prior work with public sector;
  • Familiarity with EU policies and regulations, as well as culture change and skills needed to foster and enable technology transformation
  • Exceptional attention to detail for written deliverables and the proven ability to deliver quality written outputs under tight deadlines;
  • Proven ability and experience in achieving results through coordination of teams and individuals; some of whom may be working remotely and or in counterpart organisations;
  • An in-depth understanding of the tech policy and regulatory environment in practise in the region;
  • Very strong communication and project management skills;
  • The ability to work under pressure, and to coordinate with teams and multi-disciplinary advisors;
  • Ability to work flexibly and be adaptable, open to changing approaches in response to evolving situations on the ground;
  • Proven understanding of the policy context, how to shape policy and the discretion and judgment needed to navigate a complex political environment;
  • Working language is English, fluency is required.
