The Division of Data, Analytics, Planning and Monitoring (DAPM) is responsible for driving, shaping and guiding UNICEF’s evidence-informed analysis, policy advocacy and advice, strategic planning, programme implementation, monitoring, and organizational performance management. DAPM is enabling the organization to deliver on results in a more coherent and effective manner at headquarters, regional offices, and country offices, based on data, evidence, and analysis and the application of human-rights based and results-based management approaches.

Within DAPM, the Programme Effectiveness Team leads, regulates and coordinates the development and issuance of organization-wide procedures, policies, standards, guidance, and tools to strengthen programme effectiveness across all contexts, including programme planning, implementation, monitoring, organizational performance management, knowledge management and organizational learning, at all levels. it liaises with UN agencies, funds and programmes, specialized agencies, other technical organizations and the UN Development Coordination Office in the development and application of programme planning, monitoring, and reporting policies and procedures; and coordinates with EMOPS, Programme Group and regional offices on provision of direct planning, monitoring and programme implementation support to countries responding to humanitarian contexts.

This post reports to the Chief, organizational performance within the Programme Effectiveness Team (PET), under the overall leadership of the Deputy Director.

Purpose for the Post:

The purpose of the post is principally to provide technical leadership to UNICEF in managing and maintaining the core module of UNICEF cooperate system Results Assessment Module (RAM) including standard and additional indictors and quality assurance processes for performance management.

The programme manager will spearhead engagement with relevant business owners in Headquarters Divisions, provides analytical and technical inputs. The Programme Manager will contribute to the improvements in systems and processes and verify compliance with organizational rules, regulations and procedures, donor commitments and standards of accountability and integrity. He/she will provide technical backstopping to regional and country offices on RAM and end year reporting and ensure timely support provided to UNICEF colleagues in the organization on use of VISION / InSight, including standard and additional indicators in RAM. The programme manager requires to represent OPU in various technical and coordination forums as necessary.

How can you make a difference?

  1. Technical leadership to oversee RAM and COAR (Country Office Annual Report)
    • Serves as global technical lead for RAM core module and COAR.
    • Contributes to the enhancement and integration of RAM with other UNICEF corporate systems such as VISION, eTools, eWP (electronic Work-Plan), etc. to meet strategic needs relating to organizational performance, results analysis, reporting and transparency.
    • Provides informed advice and guidance to support in the design, formulation and functioning of UNICEF's performance and reporting systems.
    • Works on enhancing the features and functionality of RAM and COAR system.
    • Monitors RAM system and processes to identify weaknesses, bottlenecks and potential risks and recommends appropriate and timely actions when needed.
    • Guides/supports regional and country offices in resolving bottlenecks related to RAM and COAR and provides technical guidance and training when needed.
  2. Enhanced collaboration and support

    • Coordinates development of RAM annual workplan in consultation with relevant DAPM units and concerned divisions such as Information and Communication Technology Division (ICTD). Establishes clear performance objectives and sets priorities/targets and timelines to ensure timely and smooth implementation.
    • Works collaboratively with other colleagues within DAPM and other divisions to assist, advice and guide decisions on RAM and other cooperate systems.
    • Provides supportive supervision, leadership and timely advice/guidance, identifies training needs and provides on-the-job training for direct reports.
    • Ensures timely submission of inputs to statutory and other mandated programme and operations reports/processes.
    • Works closely with ICTD and other units in DAPM to write business case(s) for RAM enhancement when needed and actively support in resource mobilization effort for RAM and COAR including influencing alignment with other relevant divisions/offices.
    • Contributes to donor and senior management briefings, as needed.
  3. Strategic partnership and alliance-building

    • Seeks cooperation and strengthens collaboration with internal/external partners, regularly engaging them in dialogue to exchange knowledge and experiences, with a view to ensuring synergy, enhancing policy coherence, and harmonization of systems and approaches to performance monitoring and reporting.
    • Participates in person or remotely in UNICEF global, regional or country offices meetings/events and contributes to reviews, discussions and processes that promote results-based programming and reporting.
  4. Innovation, knowledge management and capacity building
    • Promotes creativity and the best use of state-of-the-art information technology tools and innovations to re-engineer work processes and practices, in order to optimize efficiency and efficacy of performance monitoring and reporting systems.
    • Works closely with OPU team to explore and test new ways in conducting various analyses on RAM and COAR narrative reporting and indicators using new technologies such as Artificial Intelligence (AI) / Machine Learning (ML), etc.
    • Coordinates the collection, institutionalization and sharing of lessons learned to enhance performance and the use of best practices in performance management.
    • Facilitates learning and development through planning and organization of training events, activities and other capacity building initiatives to enhance the competencies of staff in the organization on using RAM, COAR and Insight.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in systems engineering, software development, information technology and/or data analytics.
  • A minimum of eight (8) of relevant professional experience in Programme/project development and management at the national and international level.
  • Proven experience in system design and integrations.
  • Experience in data analysis is required.
  • Working experience in complex programme and operational environments is an asset.
  • Familiarities with latest technologies for analyzing data such as AI/ML is an asset
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
