Chad continues to face a combination of rapid-onset and protracted humanitarian crises. This persistent humanitarian situation is related to the growing insecurity in many parts of the country and in neighbouring countries, natural disasters, growing food insecurity, high rates of malnutrition, economic crisis, and political instability in a context of climate challenges. UNICEF, in partnership with national and international development and humanitarian aid actors, supports the Chadian government in the development of programs and policies aiming at promoting and respecting the rights of children to survival, education and protection. To this end, UNICEF Chad has 4 field offices (Abéché, Bol, Mongo and Moundou) an Outpost (Farchana) and a main office (N'Djamena) which ensure the implementation and monitoring of the cooperation program.

How can you make a difference?
UNICEF, WFP and GIZ have designed a Joint Programme to support the Government of Chad in strengthening resilience of structures and systems, resilience of communities and of people in targeted villages of the Kanem, Barh El Gazel and Guera provinces. The programme is an essential part of the wider strategic approach of the new Country Programm 2024-2026. In this context, the programme will aim at enhancing use and utilization of basic services of children and women in the areas of water, sanitation and hygiene (WASH), education, health nutrition and protection; development assistance will focus on strengthening resilience of communities affected by climate change via livelihood and income generating opportunities; and the peacebuilding elements will aim at enhancing social cohesion among local authorities and communities through capacity building for participatory planning and management of basic services. Through this approach, UNICEF, WFP and GIZ aim at addressing insufficient access of children and women to basic services and limited livelihood opportunities for youth, men and women compounded by climate and conflict-related shocks and weak government presence and capacity by ensuring that men, women and children, households, communities, and government systems are resilient to crises. In turn, this will contribute to strengthening social cohesion among targeted groups, including the vulnerable IDP population and local authorities
Key function, accountabilities and related duties/tasks
Technical Assistance and Strategic Representation:
- Provide technical guidance and support to the UNICEF Country Office, with a focus on the Kanem, Barh El Gazel and Guera provinces, in the conceptualization, contextualization, strategic planning, and programme implementation with regard to resilience.
- Act as the organizational focal point for cross-sectoral resilience programmes, with a focus on the Kanem, Barh El Gazel and Guera provinces.
- Represent UNICEF on Joint Programme coordination, with states level governments and other governance systems and networks.
- Provide support to UNICEF Country Office to ensure strategic engagement with relevant partners, including key donors, on UNICEF’s work in resilience.
Project coordination:
- Facilitate overall programme design when required through ensuring work plans and activities are formulated, implemented, and monitored. Support in designing and coordinating specific resilience building interventions based on risk profiles, conflict analysis, partnerships, government capacity and programme priorities.
- Overall coordination towards agreed results, including timely and effective grant and financial management.
- Provide support and coordinate for programme convergence and resilience integration across the programme cycle (planning, implementation, monitoring, and evaluation) and work closely with sector programmes to increase planning and realization of complementary programming.
Monitoring, Evaluation and Reporting:
- Contribute to strengthen capacity and learning for UNICEF in programming for social cohesion, resilience, and the triple nexus.
- Facilitate robust knowledge management of resilience and trip nexus approaches based on documentation and dissemination of respective policies and approaches across the country office.
- Oversee and support resilience programme baseline/end line development, knowledge management, M&E, and lessons learnt arising from implementation through drafting/finalizing key documents, reports, updates and briefing notes and knowledge/information exchange to ensure continued generation of program evidence.
- Supporting programs to strengthen the feedback and response mechanism to ensure UNICEF’s engagement with users and target groups to generate and receiving reactions on sector interventions.
- Coordinate the provision of cross-sectoral timely and quality inputs to donor reports and provide inputs to other documentation and presentations of the programme.
Partnership and Communication:
- Lead overall coordination with WFP-GIZ and UNICEF’s team in N’Djamena.
- Coordinate closely with other UN agencies, development partners, and state government counterparts, and targeted communities in the area of responsibility to ensure alignment and complementarity of resilience interventions
- Manage Joint Programme related partnership development, amendments and support overall project documents management.
- Lead resilience programme JP visibility, communication as well as donor visits.
- Maintain donor relations and work with donor partners in developing proposals and resource mobilization for large scale resilience building and social cohesion programme across programme sectors

- Education
An advanced (Master's) degree from a recognized university in one of the following fields is required: International Development/International Relations, Peacebuilding, Political Science, Social sciences, Public Administration, Public Health, Nutrition, Business Administration, or a related discipline.
- Work Experience
- A minimum of 8 (eight) years of professional work experience at international levels in programme/project development, planning, implementation, monitoring, evaluation, and administration required.
- Specialized training/experience in resilience/nexus programme management is highly desirable.
- Experience of working in developing countries away from country of residence in emergency/humanitarian settings is essential.
- Experience in Results Based Management of programme is an asset
- Knowledge of development and humanitarian issues, strategies, as well as programming policies and procedures in international development cooperation is an asset.
- Ability to manage large budgeted multi-sector programmes and ability to lead diverse and multi-cultural teams is highly desirable.
- Demonstrated ability in donor reporting required.
- Prior experience in a similar role is highly desirable
- Language Proficiency
Fluency in French and English is required.
