Office/Unit/Project Description

United Nations Development Programme (UNDP) is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan. Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP's Strategic Plan. BPPS works closely with UNDP's Crisis Bureau (CB) to support emergency and crisis response. BPPS ensures that issues of risk are fully integrated into UNDP's development programmes.

The 2030 Agenda for SDGs and the pledge to leave no one behind reflect the interconnectedness of health and sustainable development, including widening economic and social inequalities, the climate crisis, rapid urbanization, the continuing burden of HIV and other infectious diseases (e.g., malaria, tuberculosis), the growing burden of non-communicable diseases and the emergence of health threats. The scope and scale of delivering health and well-being for all demands innovative partnerships and financing.

UNDP is a founding cosponsor of the Joint UN Programme on HIV/AIDS (UNAIDS), a partner of the Global Fund to Fight AIDS, TB and Malaria, a signatory of the WHO-led SDG3 Global Action Plan for Healthy Lives and Well-Being for All, and a co-sponsor of several other international health partnerships. UNDP’s work on HIV, health and development leverages UNDP’s core strengths and mandates in sustainable development, governance, poverty reduction and climate. UNDP delivers support to countries in three areas of HIV and health: reducing the inequalities that drive disease, promoting effective and inclusive governance for health and building resilient and sustainable systems for health. UNDP helps countries to mainstream attention to HIV and health into action on gender, poverty, governance, financing, and the broader effort to achieve and sustain the Sustainable Development Goals. UNDP works with partners to address the interactions between governance, human rights, and health responses, especially for those left behind. UNDP also supports countries in effective implementation of complex, multilateral and multisectoral health projects, while simultaneously investing in capacity development so that national and local partners can assume these responsibilities over time. The UNDP/Global Fund partnership is an important part of this work, facilitating access to resources for action on SDG 3 by countries that face constraints in directly receiving and managing such funding. UNDP partners with countries, WHO and other partners in responding to health emergencies and HIV and health dimensions of crisis/post-crisis situations.

Enabling legal environments are critical for effective HIV responses and for achieving and sustaining epidemic control. Multiple analyses show that protective laws for people living with HIV and key populations contribute to better HIV outcomes, while criminalization of these populations and discriminatory laws undermine success. In the 2021 Political Declaration on HIV and AIDS: Ending Inequalities and Getting on Track to End AIDS by 2030 and the UNAIDS Global AIDS Strategy 2021-2026, countries committed to urgent and transformative action in this area. At the core of this commitment is a new set of 10-10-10 targets, which call on countries to repeal punitive and discriminatory laws, policies and practices that target key populations, and to implement supportive laws, policies and practices that combat stigma, discrimination, and gender-based violence.

UNDP and the United States President's Emergency Plan for AIDS Relief (PEPFAR) have embareked on a new partnership with the overall goal to advance progress towards achieving the 10-10-10 targets for key populations in PEPFAR countries by 2025. As a result of this two-year initiative, countries will adopt additional innovative strategies and tactics, and/or scale existing strategies, to counter discriminatory and punitive laws impeding access by key populations to HIV services across 50 PEPFAR countries.

Institutional Arrangement

The Programme Manager will report to the Director: HIV and Health Group in New York.

Duties and Responsibilities

Scope of Work

Reporting to the Director: HIV and Health Group in New York, the Programme Manager (PEPFAR) leads, coordinates and manages the UNDP/PEPFAR initiative on advancing enabling legal and policy environments for key populations. They work with teams across UNDP’s Regional Hubs/Teams and Country Offices, overseeing the collation of innovative policy and program approaches to counter discriminatory and punitive laws, the development and implementation of country-level multisectoral action plans to create enabling legal and policy environments for and with key populations, and strengthening partnerships on HIV and human rights to support policy and programming services from UNDP Country Offices. The Programme Manager communicates results, represents UNDP and advances the credibility and recognition of the organization’s programmes in the thematic area. They are responsible for leading the following:

Management

  • Provide strategic direction and ensure the efficient day-to-day management of the initiative, including budgeting, reporting, work plan development, and team development;
  • Ensure the effective integration in the HIV and Health Group, the Bureau for Policy and Programme Support (BPPS), the Global Policy Network (GPN), and Regional Bureaus;
  • Manage staff and resources and establish implementation partnerships to achieve agreed results;
  • Manage risk assessment and risk mitigation activities for the initiative and its partners; and
  • Liaise with the UNDP HHG regional and global teams and country offices to ensure timely implementation and a rapid and well-coordinated response to any risks that may arise due to a project of this nature to ensure ‘no harm’ comes to key population communities and organisations who are UNDP’s partners in the project.

Policy Advice and Programme Support Delivery

  • Provide guidance and input to regional and global colleagues in their provision of policy advisory services to country offices on creating enabling legal environments for key populations, helping them to ensure relevance of the services provided to country and regional context;
  • In collaboration with the BPPS teams and the Regional Hubs, deliver technical policy advice and programme support that responds to country office needs, including through the provision of capacity building and backstopping; and
  • Work with key population-led organizations and countries to advocate for multisectoral action plans inclusive of key population-led efforts for law reform and relevant decriminalization.

Partnerships, Representation and Advocacy

  • Mobilize, foster and strengthen strategic partnerships with UN entities and other relevant bodies and stakeholders (internal and external), including UNAIDS, the Global Fund, PEPFAR, key population-led organisations, communities, and provide substantive inputs to those partnerships in support of UNDP initiatives and achieve results;
  • Represent UNDP and engage in UN interagency coordination as well as in other fora with the aim to advance UNDP’s strategic agenda on HIV, key populations and human rights;
  • Advocate policy and positioning of this thematic area in various fora, including academia and civil society; and
  • Mobilize external partnerships and resources, including the development of a resource mobilization strategy for the initiative.

Knowledge Management

  • Guide and coordinate cross-regional and cross-country exchange of knowledge by collaborating with global and regional colleagues and through the Community of Practice on HIV and Health to research, develop and share knowledge-based tools and guidance to help influence/advance policy dialogue on HIV, key populations, and human rights and present such material at various fora;
  • Oversees the development and deployment of a communications strategy and anchors advocacy activities in overall UNDP communications.
  • Oversee the knowledge extraction, analysis, documentation, codification of results/lessons learned in the specific thematic area, ensuring that knowledge sharing and content management is in line with guidelines and performed using corporate tools.

Minimum Qualifications of the Successful IPSA

Min. Education requirements

  • Advanced university degree (Master’s or equivalent) in Law, public health, international development, social sciences, or related disciplines.

Min. years of relevant work experience

  • Minimum 10 years of professional work experience providing policy advice in the area of HIV, key populations, and human rights in different development contexts.

Required skills

  • Minimum 5 years of experience working in developing country settings.

  • Minimum of 5 years of experience in managing multi-country HIV projects or programmes with multiple partners.

Desired skills in addition to the competencies covered in the Competencies section

  • At least five years of experience working in or collaborating with the UN, ideally including work across multiple UN organizations, is desirable.
  • Experience in developing guidance and tools for HIV, key populations and human rights is desirable.
  • Demonstrated experience of providing policy advice in the area of HIV, key populations or human rights is desirable.
