Organizational Context

The Education Outcomes Fund (EOF) is a fund dedicated to improving education and employment outcomes for children and youth globally. EOF pays primarily on the basis of the results achieved, ensuring that taxpayer-funded domestic resources, aid, and philanthropic funds are only used to pay for what works. This is a game-changing way to finance results in education, focusing attention and realigning systems on the most challenging but most important measure of a program's performance: whether it is improving lives.

Purpose for the job

Under the leadership of EOF’s Director, the Programme Manager is responsible for leading EOF’s Program Team, overseeing the design and implementation of all EOF programs through the full program lifecycle, from scoping to final evaluation.

Key function, accountabilities and related duties/tasks

Lead the design and implementation of EOF’s education and skills-for-employment programs

  • Develop a framework for EOF’s program development, including concept development, detailed design, contracting, contract management and evaluation, with iterations designed to refine the framework over time.
  • Develop EOF’s program pipeline and oversee its program portfolio through the program life cycle, leading through program managers and principals, to ensure high-quality outputs such as program objectives, theory of change and finance mechanisms.

Advocacy, networking and partnership building

  • Lead EOF’s engagement with senior stakeholders across governments, donors, impact investors, implementors and others to develop EOF’s program pipeline and lead program design and implementation.
  • Develop proposals for governments, donors and investors together with EOF’s partnerships team about EOF’s programs to discuss the potential benefits of a program with an innovative finance mechanism.
  • Advocate externally for the EOF approach to innovative financing and influence discussions in the education sector through public speaking engagements and external writing such as blogs and op-eds.

Organizational development

  • As part of EOF’s leadership team, contribute to defining the vision and strategy for the organization and its annual goals and ensure accountability for the delivery of the annual goals.
  • Determine growth plan for EOF’s program team, recruitment needs and plans for the professional development of team members.
  • Ensure a positive working environment and high performance of the program team through direct supervision of team members, chairing program team meetings and retreats as needed.

Managerial leadership

  • Establish the section’s annual work plan. Set priorities and targets and monitor work progress to ensure results are achieved according to schedule and performance standards.
  • Establish clear individual performance objectives, goals and timelines; and provide timely guidance to enable the team to perform their duties responsibly and efficiently. Plan and ensure timely performance management and assessment of the team.
  • Supervise team members by providing them with clear objectives and goals, direction and guidance to enable them to perform their duties responsibly, effectively and efficiently.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in one of the following fields is required: economics, political science, finance, education or a related field.
  • A minimum of eight years of relevant professional experience in project management, program design and implementation, education programming, international development or data analysis.
  • Experience with the design and implementation of Results-Based Financing programs in education is required.
  • Experience working in a developing country and with Governments is required.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

In particular, you will not be subject to rotation exercise as per the Executive Directive on Staff mobility and rotation (CF/EXD/2015-002) or any revision thereof. In addition, during your appointment in EOF, you will not be considered eligible for conversion to a Continuing Appointment as per UNICEF Administrative Instruction on Continuing Appointment (CF/AI/2017-002) or any revision thereof. In the event that your post is abolished, the priority granted, and other support provided to staff on abolished posts in staff selection processes will only be extended to posts within EOF and not to other posts in UNICEF.
