Office/Unit/Project Description

The Joint SDG Fund supports countries as they accelerate their progress towards the Sustainable Development Goals (SDGs). It operates through joint programmes (JPs) that provide the mechanism for transformative solutions implemented by governments and national stakeholders and supported by the UN Country Team led by Resident Coordinators (RCs). Strategic direction for the Fund is provided by the Strategic Advisory Group chaired by the Deputy Secretary-General as the chair of UN Sustainable Development Group. The Fund is managed by the Operational Steering Committee, comprised of representatives of UN entities, and with the support from the Secretariat of the Fund. The UN Development Coordination Office (DCO) hosts the Fund and provides for the alignment with the broader UN Development System reforms. The Administrative Agent of the Fund, in charge of financial management, is the Multi-Partner Trust Fund Office (MPTF-O). To advance the dual mandate of supercharging the UN Development System reform to be fit for purpose and, in turn, supporting the acceleration of the Sustainable Development Goals (SDGs), the Fund incentivizes coherent and coordinated join UN action, anchored in the UN Sustainable Development Cooperation Frameworks at country level under the leadership of Resident Coordinator (RC). Serving as the catalytic funding to piece together emerging policy priorities and financing strategies, the Fund aims to galvanize the UN Country Teams around integrated policies and identify the fiscal space to overcome the political and financial hurdles to scale and accelerate progress towards the SDGs.

In addition to managing the portfolio on integrated policy for Leave No One Behind (LNOB) this position will support incubation of the thematic priorities for SDG transformation, their successful launch and integration into the broader programmatic approach of the Fund. This position will be responsible for the following three complementary groups of tasks:

1) Management of the portfolio on integrated policy for LNOB,

2) Coordination and integration of thematic windows for SDG transformations, and

3) Other advisory and operational support to the general functions of Fund’s Secretariat.

Institutional Arrangement

The Programme Manager will report to the Head of Secretariat of the Joint SDG Fund.

Duties and Responsibilities

Scope of Work

1) Portfolio on integrated policy for LNOB

  • Management of the portfolio on integrated policy for LNOB[1]: launch, induction and coaching of JPs; oversight of quality, effective, and efficient implementation; coordination of portfolio progress monitoring and annual reporting of JPs, and final reporting and closure of JPs; responding to queries from the JP teams, Fund’s governance, DCO/EOSG, donors and other partners through coordination of analysis and overviews; regular coordination with the RCs and UNCTs regarding JP implementation; collaboration with technical and other partners from UN entities at country, regional and global level; engagement with DCO relevant for the portfolio; facilitating portfolio learning and sharing, and supporting organization of country-level and global strategic events and communications; integrating the JPs into the broader Fund programmatic approach; and advisory support to promoting UNDS and SDG acceleration;
  • Coordination of finalization of joint programmes on Social Protection and LNOB regarding timely closure, reporting and evaluations, and sharing of lessons learned, including support to finalization of the global analysis, and reporting on results and impact of 35 JPs on Integrated Social Protection and LNOB, and to preparation of the final, global conference;
  • Supporting DCO as the focal point on social protection and collaborating closely with DCO’s Policy and Programme Branch.

2) Thematic windows for SDG transformations

  • Leading the process of incubation of thematic windows, including coordination and facilitation of development of investment strategy; resource mobilization and partnership development at global, regional and country levels; preparation of terms of reference with management arrangements; coordination with DCO and EOSG relevant for thematic windows; and support to the formal launch of 5 windows[2] (foods systems transformation, social protection and LNOB, digital transformation, local 2030, and solutions for internal displacement);

3) Support to Fund’s Secretariat

  • Advisory and operational support to developing and implementation of Fund’s multi-year strategy and further improvements in the programmatic cycle, policies and procedures;
  • Providing input to regular monitoring and evaluations, external and internal audits and reviews;
  • Support to strategic partnerships, resource mobilization and communications; and
  • Input to Fund’s governance, including preparation/follow-up regarding meetings, briefs, presentations and other engagements.

[1] This includes current 18 LNOB JPs from Small Island Developing States (SIDS) and future JPs.

[2] Support might be provided also for the 6th window on energy.

Required Skills and Experience

Min. Education requirements

  • Advanced university degree in International Relations/Development, Political Sciences/Public Policy, or related field;

Min. years of relevant work experience

  • A minimum of 7 years’ experience in international Relations/Development for international/regional organizations or governments in a multi-sectoral context, with a minimum of 5 years of experience in joint programme/project management at global, regional or country levels, with the emphasis on programme/project design, pooled funding, and implementation, is required.

Required skills

  • Demonstrated experience in pooled funding mechanisms, with the emphasis on development and management of complex portfolios.
