Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Spotlight Initiative is a global partnership between the United Nations (UN) and the European Union (EU) to eliminate all forms of violence against women and girls in support of the 2030 Agenda on Sustainable Development. It was launched in September 2017 by the UN Secretary - General and the EU High Representative and Vice President (HRVP). The 500 million Euro Initiative provides a model for partnerships with donors, civil society, and the UN to deliver on the SDGs in a comprehensive manner leveraging comparative expertise. SDG 5 and the achievement of gender equality are placed at the center of efforts (alongside Goal 16) with the aim to provide an enabling environment for the implementation of all goals. Within the UN, the Initiative will operationalize the UN development system reforms and model a new way of delivering on the SDGs in an integrated way, leveraging collaborative advantages.

The Spotlight Initiative in Papua New Guinea has commenced its second phase in July 2022 and is implemented through four Recipient UN Organisations (RUNOs -- UN Women, UNFPA, UNDP and UNICEF) with a focus on addressing intimate partner violence and domestic violence. It follows a transformative and evidence-based approach, addressing unequal power relations between men and women and focusing on gender equality and women’s empowerment. The Resident Coordinator has overall management of the Initiative with UN Women providing the technical coherence of the Initiative. The overall vision of the Spotlight Initiative in PNG is that women and girls enjoy their right to a life free of violence, within an inclusive and gender equitable PNG. This contributes to implementation of PNG’s National Strategy to Prevent and Respond to Gender Based Violence (2016-2025), with attention to holistic prevention and responses to violence against women and girls.

Reporting to the UN Women Deputy Country Representative, with support from the CSO Capacity Building Specialist and Spotlight Technical Coordinator, the Programme Manager is responsible for managing and implementing UN Women’s components of the Spotlight Initiative portfolio. The Programme Manager will manage and oversee the delivery of the UN Women components of the Spotlight Initiative programme by initiating and managing activities and partner agreements; monitoring results achieved during implementation; ensuring timely acquittal and disbursement of funds, ensuring appropriate application of systems and procedures. The Programme Manager will oversee and support the management of grants to support capacity building of Civil Society partners across both the Women Peace and Humanitarian Fund and the Spotlight Initiative. The Programme Manager will be UN Women’s focal person working closely with the Spotlight Technical Coordinator, providing technical back stopping as needed. This entails working closely to support the other Recipient UN Organisations (UNDP, UNICEF and UNFPA), Implementing partners, the EU and other donors, civil society and Government officials to ensure a coordinated and successful implementation of UN Women’s activities under Spotlight.

Duties and Responsibilities

1. Design and develop programme strategies in the area of Ending Violence Against Women and Girls

  • Design and formulate programme/ project proposals and initiatives within the EVAW portfolio
  • Promote and advance programmatic linkages with women’s economic empowerment, women, peace and security and humanitarian action;
  • Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to the Spotlight Initiative

2. Manage the implementation and management of the Spotlight Initiative

  • Finalize the annual workplan and budget and manage their implementation;
  • Manage the technical implementation of the programme/project; ensure synergies with other teams;
  • Manage the submission of implementing partner financial and narrative reports;
  • Manage UN Women’s inputs for Spotlight reporting
  • Provide guidance to staff and partners on Results Based Management tools and performance indicators;
  • Organize Project Appraisal Committees for proposals, project review and/or evaluation meetings, as needed.
  • Provide support to the P3 Spotlight Technical Coordinator and the CSO Capacity Building Specialist as required, in monitoring and implementing the technical aspects of the Spotlight Programme

3. Manage the monitoring and reporting of the programme/ project

  • Manage the monitoring of programme/ project implementation and finances using results-based management tools;
  • Oversee field missions and review reports on monitoring missions;
  • Write quarterly reports and donor reports, focusing on results, output and outcomes;
  • Contribute to office donor and UN Women reports.

4. Manage the people and financial resources of the Spotlight Initiative

  • Manage the programme budget and draft financial reports;

  • Supervise UN Women’s Spotlight team comprising national and international personnel

  • Mentor and coach staff and conduct performance assessments;
  • Oversee recruitment processes, as necessary.

5. Build partnerships and support in developing resource mobilization strategies

  • Develop and implement partnerships and resource mobilization strategies;
  • Finalize relevant documentation on donors and potential opportunities for resource mobilization;
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.

6. Contribute to inter-agency coordination on the Spotlight Initiative to achieve coherence and alignment of UN Women programmes with other partners in Papua New Guinea

  • Provide technical support to the P3 Spotlight Technical Coordinator, Country Representative and Deputy Representative on inter-agency coordination related activities by attending meetings, events, and participating and organising groups and committees as needed;
  • Coordinate with other UN agencies, government departments, donors and NGOs to ensure the projects’ capacity development programme is harmonized and aligned with other in-country efforts.

7. Manage advocacy, knowledge building and communication efforts

  • Develop and review background documents, briefs and presentations related to eVAW
  • Represent UN Women in meetings and policy dialogues on issues related to eVAW and in particular the Spotlight Initiative as necessary;

  • Develop advocacy strategies and oversee their implementation;

  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Develop knowledge management strategies, products and methodologies on the Spotlight Initiative

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage

Experience:

  • At least 5 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects;
  • Technical experience in EVAW or GBV is required;
  • Working in Intimate partner and family violence against women and girls is an asset
  • Programmatic experience in linkages of EVAWG and other UN Women thematic priorities such as Women’s Economic Empowerment, Peace and Security and Humanitarian action is an added advantage.
  • Experience in managing large grants with complex reporting requirements
  • Experience in managing civil society partner grants, including community-based organizations
  • Experience in setting priorities, budgets, work plans, participating in programme design and programme report writing
  • Experience coordinating and liaising with government agencies and/or donors is an asset;
  • Experience working in the UN System is an asset;
  • Experience in leading/managing a team

Language Requirements:

  • Fluency in written and spoken English as well as in local language (Tok-Pisin) is required
  • Knowledge of the other UN Official working language is an asset
