The Division of Data, Analytics, Planning and Monitoring (DAPM) is responsible for driving, shaping and guiding UNICEF’s evidence-informed analysis, policy advocacy and advice, strategic planning, programme implementation, monitoring, and organizational performance management. DAPM is enabling the organization to deliver on results in a more coherent and effective manner at headquarters, regional offices, and country offices, based on data, evidence, and analysis and the application of human-rights based and results-based management approaches.

Within DAPM, the Programme Effectiveness Team leads, regulates and coordinates the development and issuance of organization-wide procedures, policies, standards, guidance, systems and tools to strengthen programme effectiveness across all contexts, including programme planning, implementation, monitoring, organizational performance management, knowledge management and organizational learning, at all levels. it liaises with UN agencies, funds and programmes, specialized agencies, other technical organizations and the UN Development Coordination Office in the development and application of programme planning, monitoring, implementation and reporting policies and procedures; and coordinates with EMOPS, Programme Group and regional offices on provision of direct planning, monitoring and programme implementation support to countries responding to humanitarian contexts.

Purpose of this post:

In the last few years, DAPM has invested heavily in designing and building new corporate digital solutions and systems for the organization. While many of these solutions and systems are distinct in nature, they also tightly interconnected with one another. The overarching objective of these initiatives revolves around achieving a comprehensive end-to-end digitalized journey for users. To this end, DAPM is actively seeking a Programme Manager to coordinate and harmonize the efforts amongst units/teams to enhance that.

The primary aim is to achieve a seamless and cohesive integration of various components within DAPM’s technological landscape by creating an environment that promotes efficient data flow, streamlined processes, and ultimately enhanced user experiences.

This post reports to the Chief, Organizational Performance under the overall leadership of the Deputy Director - Programme Effectiveness Team (PET). The function of this position is cross-cutting in nature and the incumbent is expected to work and engage internally with different units within DAPM but also with other headquarters divisions (e.g. ICTD and DFAM), regional and country offices and vendors.

How can you make a difference?

Systems Designand development or Systems upgrade

  • Collaborate with various business units within DAPM across the entirety of system development and upgrades, including conceptualization, design, planning, development, testing, and roll-out, to promote efficiency and coherence throughout these pivotal stages.
  • Establish standardized formats and templates across DAPM to streamline workflow processes related to system design, testing, upgrading, and more.
  • Provide expert guidance, working in conjunction with the ICTD team, in the identification technology prerequisites taking into accunt the alignment with existing systems’ technologies, evoloving technologies and/or business requirements.
  • Conduct thorough analyses to address any instances of duplication within DAPM systems and striving for swift resolution.
  • Identify system integration points and/or viable solutions that effectively cater to the organization's needs.
  • Manage vendor relationships and procurement of IT equipment and services, ensuring cost-effective solutions and timely delivery.

Guiding and supervision

  • Collaborate with business units to facilitate the recruitment and onboarding of staff engaged in system design and development (e.g., Business Anayts, Rollout officer, etc).
  • Provide orientation on UNICEF processes and the sequential steps required to follow for system design and development or system upgrade.
  • In line with the matrixed supervisory framework established with business units, offer consistent guidance, mentorship and assistance in evaluating the performance of the team dedicated to system design and development.

Systems rollout, feedback and perfromance

  • Collaborate closely with business units and ICTD to compile and disseminate reports on system performance and adoption rate.
  • Periodically carry out independent dipstick performance checks with systems users to evaluate the added value, efficiency gains and satisfaction of end users with newly implemented or upgraded systems.
  • Collaborate with business units to enhance the optimization of systems released as per the eedback received.
  • Direct and supervise a one help desk for all DAPM supported systems, ensuring effective and timely feedback mechanism exist and functional.
  • Provide guidance and support in the design and creation of learning and communication materials customized for various audiences, aimed at facilitating adoption.

Overall System managment

  • Undertake the role of convener and secretariat for the DAPM-led Governing Board overseeing IT investment-funded initiatives. Monitor and present the implementation and rollout plans to all board memebrs and contribute to resolving obstacles or implementation delays.
  • Maintain comprehensive records for each invested project, detailing all significant milestones, decisions, and agreements throughout the project lifecycle.
  • Work with ICTD and business units to identify and evaluate the risk profile of DAPM systems, ensuring the existence of business continuity and/or backup plans.
  • Maintain an up-to-date analysis and mapping of current systems and their interconnections with other UNICEF digital systems and with UNICEF business processes.
  • Actively seek resource optimization within DAPM projects by proactively identifying opportunities to reduce waste and prevent resource duplication, particularly in common areas of work like procurement, recruitment, and vendor management.
  • Support in the effort for mobilizing new resources for DAPM systems.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in computer science, Business Administration or related field required.
  • A minimum of eight (8) years of relevant professional experience in project management experience in a systems design and or integration or business operations environment.
  • Background in management with the ability to guide and develop a diverse team from IT and programme backgrounds.
  • Proficiency in creating visualizations of systems architecture and process mapping.
  • Excellent communication and presentation skills, both written and verbal, adept at catering to different audiences.
  • Experience in diagnosing and resolving complex technical issues.
  • Experience in project management, including planning, execution, and resource allocation.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
