How can you make a difference?

Generation Unlimited is a new global partnership that aims to ensure that every young person age 10-24 is in some form of school, learning, training or employment by 2030. Generation Unlimited brings together public and private partners – and young people – to identify and scale solutions related to

  • skills for learning, employability and decent work;
  • access to economic opportunities and
  • empowerment and participation, with a focus on girls and marginalized groups.

It aims to unlock investments and empower all young people to play a positive role in their societies, create synergies between major global actors and accelerate momentum towards the achievement of the Sustainable Development Goals. In India, Gen-U signifies catalytic partnerships to unleash the potential of adolescents and young people and was launched as YuWaah in November 2019. It has a unique position to approach education, skilling, employability and economic opportunities (including jobs & entrepreneurship), empowerment, participation especially of girls as a continuum.

With Gen-U, UNICEF India and a diverse group of stakeholders from public, private and civic spheres – including young people – will develop a partnership to scale up programmes, identify new solutions and support systems that deliver results for adolescents and young people, unlock investments and unleash the voice and participation of young people in shaping a brighter future. In the above context, a governance structure for YuWaah in India has been set up. This is made up of the Board which will provide strategic direction, overseeing the partnership and mobilizing knowledge, resources and leadership and the Secretariat which will be responsible for planning, young people’s participation, investment and programme support, communication and advocacy and operations.

Programme Manager (Chief Operating Officer - YuWaah) will harness and coordinate the expertise of multiple partners in India. It will monitor progress against commitments, manage partner relations and provide oversight to solution identification, co-creation and implementation process. The team will be responsible for day-to-day management and engagement of the wider groups of young people.

How can you make a difference?

Programme Manager (Chief Operating Officer - YuWaah) will provide overall expert technical advice and operational support for the Secretariat Team’s strategic planning, including investment and programme support, and is primarily responsible to manage the co-creation of solutions with partners. This includes identification, curation and design implementation support mechanisms for promising programmes, initiatives, approaches and initiatives including new ideas that can ensure achievement of results for young people at scale. Programme Manager (Chief Operating Officer - YuWaah) will also guide and direct programme planning for the YuWaah and communication with key partners including Board members and the Alliance.

Major Roles and Responsibilities:

Strategic planning:

  • Support strategic planning functions of the YuWaah, operationalizing the GenU in India Strategy and Theory of Change including shared vision and core principals – defining success, pathways, milestones and measurement.
  • Prepare an overall workplan and budget for YuWaah Provide strategic leadership to achieve the goals of YuWaah

Partnerships and Collaboration:

  • Develop partnership and collaboration with internal and external counterparts, including those of the UN and national partners, in order to improve the ability to collect and disseminate development data and information, exchange information on programme/project status and implementation and movement/distribution of supplies.
  • Maintain close collaboration with heads of sectoral programmes in the CO for effective overall coordination on programmes.
  • Supports development and implementation of sectoral programme(s) by collaborating with the government and other partners. Provide leadership in the provision of technical advice, negotiation, advocacy and promotion of area/country level goals, leading to agreement on practicable and priority actions to be supported by UNICEF programmes and country level cooperation.
  • Establish programmatic and strategic relationships with existing and potential partners and stakeholders, optimizing their contribution to YuWaah:
    • Map existing solutions and identify solutions and promising ideas that can be taken to scale and mobilising platforms – matchmaking and amplification;
    • Co-creating and validation of solutions with stakeholders and potential solution providers. In this process, promote innovations, including technology platforms and
    • Coordinate with UN agencies, State governments, private sector, NGOs/CSOs, other partners and implementing contractors.

Investment support:

  • Development investment cases for founding partners for Gen-U
  • Build relationships with existing and potential contributors for catalytic funding and with non-traditional donors, including on innovative financing modalities and leverage financing
  • Mobilize, broker and leverage financial and in-kind contribution for scale up of pillar initiatives including promising ideas and solutions related to 21st Century Skills, youth engagement, career guidance, innovations, job connect and entrepreneurship
  • Design a system of management, and overseeing implementation of recommendation and suggestions for consideration by the field/partners

Tech enablement:

  • YuWaah Digital aggregator platform
    • Oversight on development of the YuWaah digital aggregator platform
    • Work with PwC team and vendors on specifications of the prototype development
    • Work with PwC team for creating an investment case for raising funds for digital aggregator platform after the development of prototype
    • Provide supervision of development of ToRs, onboarding vendors and creating specs for the scaled up version of the platform
  • Yuwaah Skills Platform
    • Work with Chief GenU in implementing the YuWaah Skills program successfully.
    • Provide supervision for execution of different components of the YSP through YSP coordinator and pillar leads

Program Monitoring and Evaluation:

  • Undertakes field visits and ensures that his/her staff conduct field visits to monitor and assess programme implementation and decides/follows up on required corrective action.
  • Carry out a rigorous and transparent approach to evaluate and participate in the major programme evaluation exercises in consultation with the Representative, the Operations Officer, the Evaluation Officer and others to improve efficiency and quality of programme delivery. Participate in annual sector review meetings with government counterparts. Ensure the timely preparation of annual programme status reports.
  • Coordinate the oversight of the agencies onboarded for monitoring and evaluation of the Yuwaah results.
  • Develop a MIS system for capturing of data from secretariat and partners on various indicators as agreed in the ToC

Funding and Governance:

  • Management of and oversight on the overall funding, including financial agreements entered with UNICEF and other partners as approved by the Board.
  • Ensure financial stewardship and governance with the Gen-U Operations Officer.
  • Engage task forces for each of the pillars and ensure high performance of members through continuous engagement

Coordination with Gen-Unlimited Secretariat in NYHQ:

  • Support communication, information sharing and interface with Global Gen-U Secretariat in NYHQ but the decision-making process will be facilitated through UNICEF India Representative and there is no direct accountability to the global Gen-U Secretariat.

Effective management of UNICEF presence, staff and assets:

  • Represent UNICEF in the province/AoR, by participating in meetings and events, moving forward the agenda for children.
  • Facilitate, take and implement measures to ensure safety and security of UNICEF staff and assets.
  • Effectively lead the Field Office team and manage the performance and conduct of staff members to deliver results for young people
  • Identifies human resources requirements and on-going staff development needs.
  • Collaborate with the Operations Section to establish and maintain sound internal controls supportive of programming endeavours and to coordinate financial and supply management requirements and accountability.

To qualify as an advocate for every child you will have…

Education:

A Master's degree in one of the following fields is required: social sciences, international relations, public/business, administration, government and public relations, public or social policy, sociology, social or community development, or another relevant technical field.

Experience:

  • A minimum of 8 years of professional work experience in building and running complex Non-profit/social enterprises.
  • Professional work experience in programme management, planning, monitoring and evaluation and project administration is required.
  • At least 5 years of relevant work experience in working with young people (10-24 year olds) on at least 2 areas out of unemployment, skill development, career guidance and volunteering.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Experience in managing teams is required.
  • Experience of raising funds with philanthropies, CSRs and governments is a must.

Language Requirements:

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
