Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Programme Manager to lead the implementation of Economic Recovery, Protection, and Shelter programmes across Libya.

About the job:

The role will focus on coordinating and leading the implementation of programmes across multiple sectors including ensuring the programme management tools are up to date and appropriate, that coordination and communication is occurring in a positive and productive manner across teams to ensure the effective and quality delivery of progammes. The role will be highly involved in coordination externally with stakeholders in Libya in order to gain access for programme delivery.

Your main duties and responsibilities will be:

  • Programme implementation in line with donor requirements, CHS standards and DRC values and principles
  • Accountable to ensure programme management tools are up to date across the sectors to support effective delivery
  • Responsible for external representation and negotiation
  • Responsible for management of sector managers and sector team leaders
  • Lead the communication and actions for implementation between support services departments, safety and security department and the project managers/team leaders
  • Ensure compliance with DRC's Code of Conduct through project implementation
  • Accountable for the development of DIPs, including activity work plans, budgets, HR and procurement plans
  • In remote management situation, responsible for external communication at national level and representation

About you:

To be successful in this role, we are looking for an individual with management experience, strong inter-personal skills to communicate with a variety of stakeholders and across teams and motivation and passion to ensure high quality, accountable implementation of humanitarian, nexus and development programmes. Moreover, we also prefer you to possess the following:

Required

  • A minimum of 5 years relevant project and/or programme management experience with an international NGO
  • A minimum of 3 years of experience of managing a team of national colleagues
  • Practical experience of implementing projects, ideally within the fields of emergency response, preferably in a conflict-related context
  • Experience of a management role
  • Experience engaging in an organization with multi-sectoral and multi-functional teams
  • Experience in budget management
  • Experience with external representation
  • Strong diplomatic skills in communicating with stakeholders
