OBJECTIVES OF THE PROGRAMME

The WHO Academy is a priority of the WHOtransformation agenda and will deliveradvanced digital and classroom training to WHO staff and health stakeholders across the world. The first online coursesprototypes are scheduled to be launched in 2021 and the Academy will be aglobally accessible school for the future which combines the latest technologies in digital and remote learning with advancements in adult learningscience to offer innovative, personalised and multilingual training that meetspriority needs.

DESCRIPTION OF DUTIES

Providesadvice and technical expertise to the EXD to ensure to the strategic review,planning, development and establishment of the Academy.Conduct the overall coordination, management, implementation, and monitoring of the WHO Academy programmesand initiatives. Manage development of an updated business case and consolidate thesustainable business model for the establishment and development of theAcademy.Ensure developmentand implementation of workplans and manages roll out mechanisms to deliver measurablesimpact, ensuring thatappropriate risk-mitigation measures are in place and monitored.Designand implement policy guidance to improve performance management.Implement and manage changes to ensure strategicgoals and key priorities are achieved and are to the appropriate level of quality, on time andwithin budget.Manage the Academy team leads and develop and maintaina positive and inspiring working environment to empower the team and implement a new and agile way of working toboost effectiveness and efficiency.Ensure that the strategic goals of the Academy arealigned with the WHO transformation agenda and develop and implement an operational model. Buildsstrong partnerships with multiple stakeholders at country, regional andinternational levels to position the role of the WHO Academy in global spheres..Perform all other related duties as assigned. Provides senior programme management coordination and technical leadership in the establishment and implementation of the new WHO Academy in learning strategies, policy and capacity building initiatives for the Academy to become a centre of execellence for public health.Provideshigh-level advice and technical expertise to the EXD to shape the strategicreview, planning, and development of the Academy.Overall management, implementation, coordination andmonitoring of all the programmes covered by the Academy, bringing together management,learning quality and innovation, and ensure engagement andcapacity building oflearning ecosystems to position the WHO Academy as a global center of excellence.Oversee, review and develop an updated business caseand consolidate the sustainable business model for the establishment anddevelopment of the Academy.Coordinates the development development and implementationof all workplans and roll-out mechanisms to deliver measurable impact, ensuring that appropriaterisk-mitigation measures are in place and monitored.Designand implement policy guidance to improve performance management.Implement and manage changes to ensure strategicgoals and establishes key priorities ensuring they achieved and are to the appropriate level ofquality, on time and within budget.Manage and coordinate the Academy team leads and developand maintain a positive and inspiring working environment to empower the teamand implement a newand agile way of working to boost effectiveness and efficiency.Ensure that the strategic goals of the Academy arealigned with the WHO transformation agenda and develop and implement an operational model. Buildsstrong partnerships with academic institutions, UN counterparts and multiplestakeholders at country, regional and international levels.Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced university degree in business administration, economics, management, adult education, or related field relevant to the functions of the position. Desirable: Certification or training in Adult Learning.

Experience

Essential: A minimum of tenyears of relevant experience working in project or programme management, administration or related area. Experience working with the privatesector. Demonstrated experience at theinternational level. Desirable: Experience in business transformation and or in providingtechnical support to startup enterprises or organizations. Experience in staff development and learning and/or adult learning.

Candidates will be expected to beable to demonstrate:A sharp businessmind with an entrepreneurialskills and spirit.Strong skills in developing,coordinating and supporting new business activities and ability to develop andto evaluate operational and business proposals.Significant prior experience,including leadership and management positions, including with the privatesector. High-level organizational,analytical, strategicskills to evaluate, assess and identify strategic directions and priorities aswell as in developing strategies and plans.Concrete knowledge in the field of adult learning.Strong skills in working and managing staff in a multi-culturalenvironment.Strong skills and ability inestablishing strong partnerships with UNagencies, academic institutions,the private sector and other stakeholders.Strong cross-cultural skills,communication and diplomacy, and abilities in being a strategic thinker andinnovator. REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3436 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
