Org. Setting and Reporting This position is located in the United Nations Organisation Stabilisation Mission in the Democratic Republic of the Congo (MONUSCO). The Programme Management Unit (PMU) of the office of the Deputy Special Representative of the Secretary General for Protection and Operations (DSRSG PO) is based in Goma. The position reports to the Chief of Office to the DSRSG PO.

The focus of these jobs is to lead or direct the planning, implementation, monitoring and evaluation of programmes, operations, policy development and implementation, and other activities.

Responsibilities Under the supervision of the Chief of Office, ODRSG PO and within delegated authority, the Programme Management Officer will be responsible for the following duties:

-Manage and oversee the Mission’s program Management Unit under the supervision and guidance of the CoO ODSRSG PO.

-Provide regular and updated strategic overviews of the portfolio of programmes in relation to the achievement of the Mission's strategic objectives based on analysis of program related information provided by program owners and HoO.

-Analyze interfaces and interdependencies between programmes and recommend appropriate actions.

-Track and report progress against program plans based on analysis of program related information provided by program owners and HoO and recommend appropriate actions.

-Serve as the custodian of the repository of programme and project information and documentation, and ensure version control through appropriate configuration management; to include maintaining master copies of all programme information; maintaining, controlling and updating programme and project documentation; establishing and maintaining an indexed electronic library of program and project documentation.

-Assist in establishing consistent management practices across programs (planning, reporting, change control, risk analysis) by contributing to the design and establishment of programme and project management infrastructures, to include standards, procedures and processes, and monitoring compliance.

-Assist programme owners and HoO with: 1. Formulation and approval of program and project plans 2. Tracking of progress against program and project plans 3. Program budget control by facilitating and keeping track of funds implementation, and maintaining status reports of all projects for all programmes; 4. Risk, issue and change control management by maintaining and updating risk and issue registers related to each programme; tracking changes and monitoring items requiring action, prompting for timely action and reporting on whether actions have been carried out 5. Provision of consultancy-like support to project delivery teams in the field offices.

-Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.

-Provides substantive backstopping to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

-Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

-Perform other duties as directed by the Chief of office.

Education Advanced university degree (Master’s degree or equivalent) in international relations, social sciences, business administration, management, economics or a related field. A first level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in social sciences, governance, international relations, administration, civil or humanitarian affairs, post-conflict recovery and/or development, programme management, or a related field is required. Experience in the management of programmes/projects is required. Experience working in or in support of a field operation of the United Nations Common System or a comparable international organization in a conflict or post-conflict environment is required. Experience in the area of CVR or similar QIP type projects is desirable.

Languages English and French are the working languages of the United Nations Secretariat. Fluency in English and French (both oral and written) is required..

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
