Ending Violence Against Women and Girls

To respond to the rates of violence in the Pacific, UN Women has developed a comprehensive EVAW programme which takes a transformative approach to prevent violence against women and girls at multiple levels (regional, national and community), and to ensure survivors have access to quality response services. The approach to preventing and responding to VAWG also takes into account the context of the Pacific, which requires an integrated approach to addressing VAWG across the humanitarian – development nexus. The Fiji MCO EVAWG programme is one of the largest UN Women EVAWG programmes globally. The most substantial programme under UN Women’s EVAW programme is the Pacific Partnership to End Violence Against Women and Girls which is an ambitious, five year joint programme, with UN Women, The Pacific Community, SPC and the Pacific Islands Forum Secretariat, which brings together governments, civil society organizations, communities and other partners to change the social norms that allow violence against women and girls to continue; to ensure survivors have access to quality response services; and to support national and regional institutions to meet their commitments to gender equality and prevention of violence against women and girls. The Pacific Partnership has completed its first phase of implementation (2018 – 2023) and is expanding into Phase 2 (2023 – 2027). The Pacific Partnership is funded primarily by the European Union (EU) with targeted support from the Australian and New Zealand Governments and UN Women.

Under the supervision of the EVAWG Technical Advisor/Pacific Partnership Programme Manager, the Programme Management Specialist is responsible for managing the development, implementation, monitoring and reporting of programmes for the Fiji MCO EVAWG portfolio, including providing technical support to the implementation of the EVAWG programme, managing the monitoring and reporting for the Pacific Partnership programme, overseeing and guiding people and budget management for the programme team, building partnerships and providing support in developing resource mobilization strategies, and managing knowledge building efforts.

Duties and Responsibilities

1. Manage the programmatic development for the EVAWG portfolio and the Pacific Partnership, based on the Strategic Note

  • Provide overall programme advisory support to Programme Management in UN Women and joint programme partners, SPC and PIFS;
  • Guide the development of the Pacific Partnership to EVAWG programme in partnership with CROP agencies and multiple donors, and provide technical support to the design and formulation of programme/ project initiatives;
  • Review and provide feedback to project/ programme strategies and documents, workplans, case studies and related knowledge products and publications, as needed;
  • Provide technical advice on the development of systems, processes and mechanisms to support programme planning, implementation, monitoring and progress reporting;
  • Provide technical advice to SPC and PIFS on narrative and financial reporting and programme management as part of UN Women’s Coordinating Agency function of the Pacific Partnership;
  • Review and evaluate proposals and oversee the preparation of donor proposals and reports;
  • Draft policy documents, briefs and other strategic papers/ materials for the use in the development and presentation of policy and programmatic positions.

2. Provide technical support to the implementation of the Pacific Partnership to EVAWG programme

  • Facilitate governance and steering committee functions for the Pacific Partnership;
  • Review programme annual work plans to assure compliance with UN Women programme goals and results-based indicators alongside joint programme requirements of the Pacific Partnership model;
  • Analyze and ensure alignment of project budgets with logical framework matrices and work plans;
  • Draft reports on activities, outputs and outcomes; and compile information in preparations of country office donor and UN Women reports;

  • Align programme activities with operations team in close liaison with Operations Managers;
  • Build and manage relationships with national partners, as necessary.

3. Manage the monitoring and reporting for the Pacific Partnership to EVAWG programme

  • Recommend and establish programme monitoring standards, criteria, and other indicators for measuring and assessing progress/results;
  • Facilitate joint programme monitoring and evaluation efforts, such as mid-term and/or endline evaluations, for Pacific Partnership in coordination with PIFS, SPC and multiple donors;
  • Manage the monitoring of mutually agreed results frameworks and performance indicators and quality assurance;
  • Coordinate donor and corporate report processes for the EVAWG portfolio, including technical assistance to SPC and PIFS for narrative and financial report writing;
  • Prepare programme team for audits and monitor implementation of audit recommendations;
  • Provide technical assistance to implementing partners (civil society, government etc.) on results frameworks, monitoring tools and evaluation frameworks for technical areas of EVAWG;
  • Provide training on results-based management to office staff, as necessary.

4. Oversee and guide people and budget management for the programme team

  • Lead a team, perform staff performance reviews, ensure capacity development of staff members by suggesting development opportunities;
  • Monitor and analyze financial situation on the portfolios and programmes to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results;
  • Ensure effective information flow, communication and coordination across the office, between programmes, projects and operations, and with other UN Women offices and units.

5. Build partnerships and provide support in developing resource mobilization strategies

  • Develop and implement partnerships and resource mobilization strategies;
  • Analyze and research information on donors, finalize substantive briefs on possible areas of cooperation, identification of opportunities for resource mobilization and cost sharing;
  • Determine programmatic areas of cooperation, based on strategic goals of UN Women, multi-country needs and donors’ priorities and develop the relevant partnerships.

6. Manage knowledge building efforts

  • Manage the process of identifying and synthesizing of best practices and lessons learned that are directly linked to the implementation of the programme and contribute to their global dissemination;
  • Coordinate monitoring, evaluation and learning workshops with partners to create and monitor MELF frameworks for the Pacific Partnership.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in Social Sciences, Political Science, Development, Public Administration, Gender is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 5 years of progressively responsible experience in programme management, including programme design, programme coordination, monitoring and evaluation, donor reporting and capacity building;
  • At least 3 years working in a gender-related area (e.g. women’s economic empowerment, women’s leadership, gender-based violence, gender and DRR etc.);
  • Experience in working in gender-based violence is an asset;
  • Experience in setting priorities, budgets, work plans, participating in programme development, programme/report writing and proposal development;
  • Experience working in the UN is an asset;
  • Experience working with bilateral donors is an asset;
  • Experience with Quantum or Atlas is an asset;
  • Experience in the Pacific is an asset;
  • Experience in leading teams effectively is an asset.

Language Requirements:

  • Fluency in English is required
  • Working knowledge of another official UN language is an asset
  • Working knowledge of a Pacific language is an asset
