UNODC understands that environmental crime, including illicit trafficking of wild fauna, flora and other natural resources, is one of the most worrying threats to Member States’ security, peace and sustainable development, and is deeply convinced of the need for an overarching, concerted and coordinated global response against environmental crime.

UNODC’s Global Programme for Combating Wildlife and Forest Crime (GP) delivers a range of technical assistance activities within several thematic areas towards achieving the key project ob-jective of strengthening capacity to prevent and combat various forms of environmental crime at a regional, national and local level. Its focus is on delivering a range of evidence based good practices, technical assistance measures to support national law enforcement, customs, border control and criminal justice agencies, as well as regional wildlife enforcement agencies and networks, in their efforts to respond to various forms of environmental crime.

The GP also serves to raise awareness of the dramatic impact of environmental crime with a range of stakeholders including civil society.

The GP, operating in all regions of the world through an extensive network of field offices, estab-lished a project office in Libreville, Gabon, headed by a Regional Programme Coordinator, to imple-ment its activities in the ECCAS region and deliver more tailored support to Member States, with a specific focus on Cameroon, the Central African Republic, Chad, Congo, DRC and Gabon.

Besides contributing to the preservation of Central Africa’s unique biodiversity and environment, as well as fostering good governance, GP actions are primarily aimed at strengthening the overall peace and security efforts in the region. In the case of Chad and Cameroon, GP actions thus con-tribute to implementing the United Nations Integrated Strategy for the Sahel.

Under the direct supervision of the UNODC Regional Programme Coordinator for Wildlife and Forest Crime, with guidance from the senior management team of the Global Programme, the UN Volunteer will undertake the following tasks:

• Support the UNODC Global Programme for Combating Wildlife and Forest Crime implementation in Central Africa and the technical assistance activities aimed at preventing and countering envi-ronmental crime (workshops / conferences, engagement of relevant counterparts, etc.) as indi-cated by the Global Progamme and in accordance with the Programme’s objectives, goals and scheduled activities in the ECCAS region; • Support the GP’s efforts to integrate innovative investigation techniques, international coopera-tion, anti-money laundering and anti-corruption standards as integral dimensions of countering environmental crime; • Support the identification of technical assistance needs, undertake needs assessments and technical assistance missions in the region; • Gather information on wildlife, forest and other forms of environmental crime impacting ECCAS Member States and share with stakeholders, including UN agencies, donors and other stake-holders upon request; • Participate in events, workshops and conferences, and network as required; • Draft written outputs and documents, such as progress reports, inputs to briefing notes and talk-ing points, presentations, concept papers, press releases, mission reports and research docu-ments; • Provide inputs to dedicated UNODC reporting on the Sahel at regional level as required; • Provide translation of documents (English, French) as needed; • Support increased synergies between capacity building through UNODC’s Global Programme and initiatives relevant to countering environmental crime from other stakeholders, such as IC-CWC partners, fellow UNODC programmes, UN agencies and international NGOs;
• Contribute to strengthening UNODC’s regional strategy towards Central Africa; • Support the monitoring and evaluation, including indicators, baselines, keeping monitoring rec-ords and evaluations of project activities in support of capacity building in the area of environ-mental crime; • Support communications and visibility for the GP, including advocacy and awareness-raising for donors and stakeholders; • Provide administrative, organizational and substantive support to UNODC missions in the EC-CAS region for the implementation of planned activities.

Results/Expected Outputs:

• Substantial contribution to strengthening UNODC’s portfolio in the thematic area of environmental crime as a key pillar of UNODC’s strategic presence in Central Africa and in the Sahel; • Contribution to the implementation of technical assistance on countering environmental crime by the Global Programme in ECCAS Member States; • Contribution to enhanced monitoring, evaluation and programme reporting for the GP in Central Africa; • Production of high quality written outputs (e.g. background documentation, analysis, reports, inputs to publication, press releases, donor reporting) related to environmental crime; • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and document-ed in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting

• Integrity and professionalism: demonstrated expertise in area of specialty and ability to apply good judgment; high degree of autonomy, personal initiative and ability to take ownership; willingness to accept wide responsibilities and ability to work independently under established procedures in a po-litically sensitive environment, while exercising discretion, impartiality and neutrality; ability to manage information objectively, accurately and confidentially; responsive and client-oriented. • Planning and organizing: effective organizational and problem-solving skills and ability to manage a large volume of work in an efficient and timely manner; ability to establish priorities and to plan, co-ordinate and monitor (own) work; ability to work under pressure, with conflicting deadlines, and to handle multiple concurrent projects/activities. • Communication: proven interpersonal skills; good spoken and written communication skills, including ability to prepare clear and concise reports; ability to conduct presentations, articulate options and positions concisely; ability to make and defend recommendations; ability to communicate and empathize with staff (including national staff), military personnel, volunteers, counterparts and local interlocutors coming from very diverse backgrounds; ability to maintain composure and remain helpful towards the staff, but objective, without showing personal interest; capacity to transfer information and knowledge to a wide range of different target groups; • Flexibility, adaptability, and ability and willingness to operate independently in austere, remote and potentially hazardous environments for protracted periods, involving physical hardship and little comfort, and including possible extensive travel within the area of operations; willingness to trans-fer to other duty stations within area of operations as may be necessary;

international affairs or the private sector, in the areas of monitoring and communications/public re-lations, programme management or project development, including in the area of drug control, crime prevention, law enforcement and/or criminal justice;

• Work experience on environmental crime or illicit trafficking of natural resources is an asset; • Excellent research and drafting skills are required; • Excellent communication/public relations skills are required; • Interest and knowledge of political, social and security issues in Africa are required; • Relevant experience in multi-sectoral projects, designing proposals and actively liaising with relevant project partners is an asset; • Previous experience in administrative and financial assistance within the framework of programme implementation is an advantage; • Prior work experience in developing countries is an asset; • Prior experience with the European Union as a donor is an asset; • Working experience with the United Nations system is an advantage.

Gabon is an Upper Middle-Income Country, with comfortable living conditions for expatriate workers. The SDG Index and Dashboards 2017 report produced by Sustainable Development Solutions Network and the Bertelsmann Stiftung assessed Gabon as being in first place within Sub-Saharan Africa with respect to progress towards the SDGs. Living conditions in Gabon contrast with the living conditions of populations. Unemployment, particularly among young people, remains high and the cost of living is quite high compared to other countries in the sub region. Food imports provide most of the coverage of people's needs in large cities. The UN Volunteer will be based in Libreville where we can move freely. Food and non-food amenities are available. Medical facilities are available although quality is not always guaranteed. Housing is quite expensive and is subject to the prior approval of the Department of Security.
