Background information - Asia Regional Health Cluster

The Asia Regional Health Cluster (ARHC) was established in 2018 for efficient delivery of grants and funds management, and the provision of quality pharmaceuticals and medical equipment. The ARHC aims to significantly impact the targets of UN Sustainable Development Goal #3 on good health and well being by expanding the population benefitting from UNOPS-managed health-related engagements across the Asia Region.

The ARHC portfolio manages the Principal Recipient (PR) Programme of the Global Fund to fight HIV/AIDS, Tuberculosis (TB) and Malaria in Asia. The Global Fund, which has been providing financial support to the Greater Mekong Sub-Region for malaria programs since 2003, has selected UNOPS as a PR, responsible for delivering the targets set out in the grant agreements, in collaboration with selected sub-recipients (SRs) from the National Programmes, international and local non-governmental organizations and United Nations agencies from five countries. In 2020, UNOPS-PR was tasked with additional role to manage Global Fund’s Covid-19 Response Mechanism (known as C19RM) that supports Covid-19 control and containment activities and measures to mitigate the impact of Covid-19 on HIV/AIDS, TB and Malaria Programmes in Myanmar.

Background Information - Job-specific

UNOPS is the Principal Recipient managing the RAI32E grant (2021-2023) established by the Global Fund, providing USD 228 million for malaria elimination activities in the Greater Mekong Subregion, plus USD 171 million for TB and HIV activities in Myanmar (2021-2023). The incumbent will be responsible for assisting the programme management and monitoring functions of the TB grant managed by the Principal Recipient.

Functional Responsibilities

Under the overall supervision of the Program Management Advisor and the direct supervision of Programme Management Specialist, the Programme Management Senior Officer (TB) will be responsible for performing the following duties:

  • Assist Programme Management Specialist in all tasks related to day to day management of GFATM TB grants and communication with SRs.
  • Collaborate and review work plans, and reports submitted by the implementing partners, Sub-Recipients (SRs) and make sure that they are sound and in line with policies and strategies of National Programme and the funding agency, ensuring gender mainstreaming as appropriate.
  • support SRs in implementing GF grants and participate in the development of their capacity as required.
  • provide inputs for drafting Progress Update – Disbursement Request and cash forecasting of activities related to TB grants.
  • Assist in routine monitoring of grant progress, all activities, results and implementation costs against costed work plans to ensure the actions supported by the fund are implemented effectively and efficiently and adjusted as needed to reflect changes in the National Programme as agreeable to the GF.
  • Support grant making and/or realignment of the grants and negotiation with the GF whenever necessary.
  • Assist in following up with implementing partners to ensure recommendations and necessary actions are carried out according to recommendations from the donor, Local Fund Agent (LFA) and/or audit firms.
  • Propose any interventions that may be necessary, including termination or adjustment of actions to ensure compliance with the fund’s policy and strategies.
  • Attend all relevant technical meetings and maintaining excellent contact with all stakeholders, whether in Yangon, Nay Pyi Taw or in the field; gathering and applying detailed knowledge of all relevant issues impacting public health, particularly in the context of TB.
  • Promote information sharing in all aspects related to public health and TB in Myanmar;
  • Provide close support to the programme team in:
  1. Implementation of the fund’s internal M&E Systems
  2. Providing adequate feedback to/from the fund’s beneficiaries and data obtained from the fund’s internal M&E System
  3. Providing advice to projects/actions supported by the fund on their own internal M&E System and needs.
  4. Gaining in-depth knowledge of the national programme on their own internal M&E System, its consistency and effectiveness.
  • Ensure GFATM protocols and standards are adhered to by UNOPS Partner agencies and SRs;
  • Coordinate and manage training activities for SRs as needed;
  • Liaise with WHO and Other UN Agencies to present and discuss strategies and issues regarding the TB initiative programs;
  • Assist Programme Management Specialist in providing continuous hands-on support and to the National TB Programme in the development and tracking of budgets, work plans, forecasting and quantification, reprogramming, reporting and other programme related matters.
  • Assist in drafting TORs for requests of proposals to be launched on behalf of the fund;
  • Assist in the evaluation of proposals received either as a result of such calls or direct funding and ensuring that proposals are in compliance with policies and strategies of National Programme and with funding agency;;
  • Assist in needs and resource assessments if and when needed;
  • Perform other relevant duties as may be assigned by the supervisor.

Education/Experience/Language requirements

a. Education

  • Masters degree in epidemiology, statistics, demography, public health or social science, or a combination of university degree with a two years experience in relevant field

b. Work Experience

  • At least five years experience in the development, design and implementation of monitoring and evaluation systems in developing countries relevant to disease control programme, with experience in providing strategic direction and developing functional M&E frameworks based on consolidated analytical inputs.
  • Experience in team management is an asset.
  • Experience with international donors and in the UN system would be an asset.
  • Previous work in and knowledge of the political, economic and social situation in Myanmar would be an asset.

c. Language

  • Proficiency in both English & Myanmar Languages required
