New York Service Cluster (NYSC) supports the United Nations Secretariat, as well as other New York - based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management.

Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint of approximately 125 countries.

The United Nations Office of Counter Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandate across the United Nations System; (b) enhance coordination and coherence across the 38 Counter- Terrorism Implementation Task Force entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter- terrorism efforts; and ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy. The United Nations Counter-Terrorism Centre (UNCCT) is part of UNOCT and promotes the delivery of United Nations capacity building assistance to Member States.

The Global Victims of Terrorism Support Programme (VoT) seeks to stand in solidarity with victims and to provide outreach, awareness raising and capacity building activities to both Member States and other partners and to provide guidance to policy makers and practitioners on support and assistance to victims of terrorist attacks. Promoting and protecting the rights of victims of terrorism and addressing their needs is one of the key priorities for UNOCT/UNCCT.

The incumbent of this position will be a personnel of UNOPS under its full responsibility.

Functional Responsibilities

Under the supervision of the Project Manager, the Programme Management - Senior Officer will perform the following responsibilities:

  1. Provide support PMU in its efforts to designing, operationalizing and monitoring UNOCT’s results-based management system, this includes:

- Contribute to the design of UNOCT’s results-based management guideline and tools including toolkit of data collection tools and glossary of results-based management terms - Provide guidance on the harmonization of project and programme logical frameworks with the UNOCT’s Results Framework. - Coordinate the monitoring of UNOCT’s performance against its capacity building mandate as delivered by UNOCT, in line with the UNOCT Results Framework.

2. Contribute to PMU’s efforts in the quality assurance and performance review of select UNOCT projects and programmes including the Victims of Terrorism Programme. This includes:

  • Track and monitor programmatic performance and financial management of UNOCT projects and programmes, and provide quality assurance, performance review and support. This especially in relation to the review of logical frameworks in project documents and concepts notes prior to submission to the Programme Review Board.
  • Support in the design of indicators for the UNOCT Results Framework and for guiding programme managers in data collection and monitoring, including in the design of surveys and questionnaires, this also for the Victims of Terrorism Programme.

3. Contribute to UNOCT’s information and knowledge management system

  • Provide assistance in support of PPMU’s quality assurance of results-based management initiatives and appropriate utilization of UMOJA’s IPMR tool (Integrated Programme Management Reporting) and SMA (Strategic Management Application) which are UNOCT’s main tools for programme/project and strategy management.
  • Assist in quality assurance of UNOCT’s RBM systems, and monitoring status of programme/projects implementation in IPMR
  • Contribute to updating UNOCT’s Information and Knowledge Management system ensuring the coherence of programmatic data.
  • Guide UNOCT staff in the enrichment and monitoring of projects under UMOJA’s Integrated Planning, Management and Reporting solution (IPMR). This includes providing guidance to Programme Management on how to enrich their project entries with the Sustainable Development Goals, Gender Marking system and other tagging and attribution of logframes to the UNOCT Results Framework among others.
  • Perform other duties as may be reasonably required and in line with the incumbent's scope of services above.

Education/Experience/Language requirements

  • Advanced university degree (Master's degree or equivalent) preferably in business administration, management, social sciences or a related field.
  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience Required experience:

  • A minimum of two (2) years of progressively responsible experience in project, programme management or results-based management required.
  • Proven in-depth knowledge and experience in monitoring and evaluation is required.

Desired Experience (The following experience is optional. Candidates who do not have it are welcome to apply): :

  • Experience in counter-terrorism programming desirable.
  • Experience in monitoring project datasets through software applications is desirable.

Language - Fluency in English (write, read, talk) is required. - Knowledge of other UN official languages is an asset.
