Contract

New York Portfolios Office (NYPO) supports the United Nations Secretariat, as well as other New York-based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management.

Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint of approximately 125 countries.

UNOPS is an implementing partner of United Nations Office of Counter-Terrorism for the International Hub on Behavioural Insights to Counter-Terrorism (BI Hub).

The Office of Counter-Terrorism (OCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the United Nations Global Counter-Terrorism Coordination Compact Task Force entities to ensure the balanced implementation of the four pillars of the United Nations Counter-Terrorism Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy. This position is located in the UNOCT Programme Office in Doha, the State of Qatar, established in support of the UNOCT Programme “Establishment of the International Hub on Behavioural Insights to Counter Terrorism”.

Under the overall guidance of the UNOCT Office in UN Headquarters and Chief of the Programme Office, this position will support the implementation of its programme of activities.

The incumbent of this position will be a personnel of UNOPS under its full responsibility.

Functional Responsibilities

Purpose and Scope of Assignment Under the supervision of the Project Manager, the incumbent of the post will be responsible for the following specific tasks:

  • Support the implementation and evaluation of the assigned programmes/projects, etc.; monitor and analyze programme/project development and implementation; review relevant documents and reports; identify issues and opportunities to be addressed; and ensure follow-up actions
  • Liaise with relevant stakeholders and potential partners including government agencies, international, regional and sub regional organizations, UN entities, research and academic institutions, etc.
  • Organize workshops and develop relevant paperwork, including concept notes, outcome reports, and relevant correspondence;
  • Support research and analysis, present information gathered from diverse sources, and provide summary reports for management;
  • Organize and prepare written outputs, e.g. draft background papers, analysis, etc.
  • Provide substantive support to meetings, conferences, etc., including proposing agenda topics, identifying participants, preparing documents and presentations, etc.;
  • Initiate and coordinate outreach activities; conduct training workshops, seminars, etc.
  • Undertake travel as required;

Perform other duties as may be reasonably required and in line with the incumbent’s scope of services above.

Monitoring and Progress Controls - Timely delivery of outputs as outlined in the Terms of Reference. Regular bilateral meetings with the supervisor and weekly coordination team meetings with the Head of the Programme Office in UNOCT.
