Org. Setting and Reporting

This position is located in the Programme Management and Support Section of the Mine Action Service (UNMAS), Office of Rule of Law and Security Institutions (OROLSI), within the Department of Peace Operations in New York (DPO). The incumbent will report directly to the Chief, Programme Management and Support Section. Established in 1997, UNMAS works to eliminate the threat posed by mines, explosive remnants of war and improvised explosive devices by coordinating United Nations mine action, leading operational responses at the country level, and supporting the development of standards, policies and norms. As a specialized service of the United Nations located within the Department of Peace Operations, UNMAS operates under UN legislative mandates of both the General Assembly and the Security Council. Responsibilities

Within delegated authority, the Programme Management Officer will be responsible for the following duties: • Acts as Team Lead for one of the teams within the Section for development, implementation and evaluation of operational and managerial aspects of assigned programmes and acts as focal point for emerging programmes in the assigned team; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. • Researches, analyzes and presents information gathered from diverse sources. • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, regarding UN Mine Action Operations. • Provides formal briefings to the UN Secretariat and the mine action community on matters relating to UNMAS operations; represents the United Nations at international fora and make formal presentations on matters relating to UNMAS mine action operations and technology. • Provides technical oversight and ensures compliance with the Secretariat trust funds and other multi-partner trust funds to UNMAS programmes and associated engagement with UNMAS Finance, and Resource Mobilization teams as well as Implementing Partners. • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Assists with activities related to budget funding in close cooperation with Programme Officers (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. A minimum of three years of mine action experience is desirable. Experience working in or in support of a peace operation or other field operations in a conflict or post-conflict setting is desirable. Experience in financial management and budget preparation is desirable. Experience in resource mobilization or grant management is desirable.

Languages

English and French are the working knowledge of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable.
