Org. Setting and Reporting

The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. To this end, the work of the Department is aligned under a clear mission, to enable United Nations system programme activities through trusted security leadership and solutions. This position is located in the Critical Incident Stress Management Section (CISMS) within the Division of Partnerships and Specialized Support (DPSS), DSS. CISMS coordinates the management of stress and critical incident stress UN system wide to promote the psycho-social wellbeing of all UN personnel and their dependents and ensure that their psycho-social needs are addressed. It has specific responsibilities in emergency preparedness, response, and recovery. Furthermore, it addresses and promotes staff psychosocial wellbeing issues in coordination with Medical Services, HR Services, UN Counsellors from other UN Agencies, Funds and Programmes, senior leaders, and line managers UN system wide. The incumbent of this position will report to the Chief of CISMS/UNDSS. Responsibilities

Within delegated authority, the Programme Officer will be responsible for the following duties: • Develops, implements and evaluates the DSS Psychosocial Wellbeing Strategy and the CISMS Information and Data Management system for critical incident stress management; monitors and analyzes programme development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. • Performs consulting assignments, in collaboration with CISMS counsellors and strategic partners, by designing, planning and facilitating workshops, and assisting in developing the action plan for the DSS psychosocial wellbeing strategy and the CISMS Information and Data Management system. • Researches, analyzes and presents information gathered from diverse sources, related to the scientific assessment of psychosocial risks and needs in UN operational settings globally. • Coordinates policy development, including the review and analysis of scientific literature, industry standards, best practices, lessons learnt, and emerging trends in psychosocial support and critical incident stress management. • Generates psychosocial needs assessment initiatives for field locations; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. Creates and implements metrics to measure and assess psychosocial wellbeing. Provides recommendations and advice on how to mitigate the risk and improve the metrics. • Organizes and prepares written outputs, e.g., draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive backstopping to CISMS consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Lead or participates in field missions, including provision of guidance to external mental health professionals, consultants, UN officials, CISMS partners and other parties; and drafting mission summaries. • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Performs other duties as required.

Education

Advanced university degree (master’s degree or equivalent degree) in clinical psychology or a medical doctorate with certificate of specialization or completion of four years of residency in psychiatry. A health professional with a Doctoral degree familiar with mental health programming with a postgraduate degree in public health, Biostatistics or epidemiology may be considered after review of the profile.

Job - Specific Qualification

A valid certification to practice at national level in clinical psychology or psychiatry is required. Additional advanced degree or full certification in a broad range of related fields, such as in Public Health, Epidemiology or statistics, Monitoring/Evaluation or a related field is desirable.

Work Experience

A minimum of seven years of progressively responsible experience in health programme management, preferably in mental health or psychosocial support programmes is required. Experience in conducting research, designing and managing databases including data processing and analysis using dbase, SPSS, STATA or Epi Info or other epidemiological/ statistical software packages is desirable. Experience in developing and managing mental health programmes/projects, or developing, monitoring and evaluation programs, identifying or developing relevant psychosocial wellbeing or mental health indicators is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (oral and written) is required. Knowledge of another United Nations official language is desirable. NOTE: ''Fluency'' equals a rating of ''fluent'' in all four areas (read, write, speak, understand) and ''Knowledge of'' equals a rating of ''confident'' in two of the four areas.
