Org. Setting and Reporting The United Nations Human Settlements Programme (UN-Habitat) is the lead United Nations agency for cities and human settlements. The agency is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all and sustainable development. The main documents outlining the mandate of the organization are the Vancouver Declaration on Human Settlements, the Habitat Agenda, the Istanbul Declaration on Human Settlements, the Declaration on Cities and Other Human Settlements in the New Millennium, and UN General Assembly Resolution A/56/206. UN-Habitat, being the focal point for all urbanization and human settlement matters within the UN system, has a role in delivering the 2030 Sustainable Development Agenda, adopted by Member States in 2015, specifically goal 11: make cities and human settlements inclusive, safe, resilient, and sustainable. The United Nations Innovation Technology Accelerator for Cities (UNITAC Hamburg) is an innovation lab based in Hamburg, established in December 2020 by UN-Habitat in collaboration with UN Office for Information and Communications Technology (UN-OICT) and HafenCity University. The Accelerator promotes open and participatory governance of data and digital platforms, innovations related to mapping, spatial analysis and data visualization and people-centred smart cities. UNITAC Hamburg is funded by the Government of Germany for four years. This position is located at the United Nations Innovation Technology Accelerator for Cities (UNITAC Hamburg), a project office based in Hamburg, Germany that is administered by the UN-Habitat External Relations, Strategy, Knowledge and Innovation Division based at headquarters in Nairobi, Kenya. The Programme Management Officer reports to the UNITAC Programme Manager in the implementation, monitoring and evaluation of programmes, operations and other activities related to UNITAC Hamburg, the UN-Habitat Flagship Programme 2 on people centered Smart Cities and/ or other normative and operational project initiatives related to the innovation – technology- sustainable urbanization nexus.

Responsibilities Within delegated authority and under the direct supervision of the UNITAC-Hamburg Manager, the Programme Officer will be responsible for the following duties: - Develops, implements and evaluates assigned programmes/projects, in the areas of urban development, digital and frontier technologies, challenge-driven innovation and data governance; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. - Leads the development, implementation and evaluation of UN-Habitat’s People-centered Smart Cities programme, including providing technical and coordination support to enhance quality and synergy. - Develop methodologies and implementation activities in an innovative and progressive manner, paying special attention to stakeholders’ needs and requirements. - Acts as the UN-Habitat - UNITAC Hamburg liaison focal point; ensuring coordination and support. - Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. - Coordinates policy development on digital transformation and urban development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, - Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. - Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. - Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. - Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. - Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. - Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). - Establishes and maintains contacts with counterparts, senior officers and technical staff in relevant Secretariat units and in UN funds, programmes, and specialized agencies, representatives and officials in national and local governments and international organizations, non-governmental organizations and research institutes and private companies. - Ensures appropriate mechanisms to facilitate collaboration and exchange of information both in and outside of the UN system as it relates to digital cooperation and smart city matters. - Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. - Performs other duties as required.

Education Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, urban development, international relations, digital technologies, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required.

Experience of digital public participation, open data, civic technologies, digital inclusion and digital human rights is desirable.

Experience of establishing partnerships and resource mobilization is desirable.

Experience of planning and implementing smart city and digital transformation strategies is desirable.

2 years or more of experience in data analytics or related area is desirable

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of German is desirable. Knowledge of another official United Nations language is desirable.

NOTE "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and " Knowledge of equals a rating of' confident" in two of the four areas.
