Org. Setting and Reporting The post is located in the UN Road Safety Trust Fund (the Fund) Secretariat hosted by the United Nations Economic Commission for Europe (UNECE), based in Geneva, Switzerland.

The Fund, through road safety projects, helps to strengthen road safety management capacity at the national and local levels of developing countries in Africa, Latin America and the Caribbean, Asia-Pacific, the Middle East, and Eastern Europe. The incumbent reports directly to the P5, the Senior Programme Officer of the Fund Secretariat. The focus of the position is to provide support on governance-related tasks including, but not limited to research to identify and assess the risk of potential government, corporate and philanthropic donors; undertaking calls and meetings to strengthen donor relationships with governments, corporate and philanthropic donors; and liaising with the Fund’s Administrative Agent, governing bodies, as well as the secretariat’s programme officer and communications officer.

Responsibilities Within delegated authority, the Programme Officer will be responsible for the following duties:

- Participates in the development, implementation, and evaluation of outreach and fundraising initiatives for the Fund; monitors and analyzes development and implementation of the Fund’s outreach and fundraising initiatives; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. - Researches, analyses, and presents information gathered from diverse sources relating to the Fund’s existing and potential partners and donors. - Assists in policy development, including the review and analysis of issues and trends relating to the donor landscape among individual, corporate, and government funders; preparation of analyses or other research activities and studies. - Undertakes survey initiatives; designs data collection tools; reviews, analyses, and interprets responses, identifies problems/issues, and prepares conclusions. - Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, annual reports, marketing materials, etc. - Provides substantive support to consultative and other meetings, conferences, partner or project launch events, etc.; proposes agenda topics, identifies participants, prepares documents and presentations, etc. - Proactively undertakes outreach activities, including donor meetings and donor calls; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. - Participates in, or leads, field missions, including the provision of guidance to external consultants, and government officials, preparing budgets and action plans, and other parties and drafting mission summaries, etc. - Performs other duties as required.

Education An advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics, international relations, political science or a related field is required. A first-level degree (Bachelor’s degree or equivalent degree) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in project or programme management, administration, resource mobilization or related area is required.

Two years of experience in developing and managing resource mobilization efforts is desirable.

One year experience working in developing countries is desirable.

One year experience working with international trust funds is desirable.

One year experience working on road safety or other similar international health challenges is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.
