Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Division of Nuclear Security (NSNS) is responsible for establishing, coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof. NSNS comprises four Sections:

•Nuclear Security of Materials Outside of Regulatory Control Section •Nuclear Security of Materials and Facilities Section •Information Management Section •Programme Development and International Cooperation Section

The Programme Development and International Cooperation Section (PDIC) provides support to the overall planning and coordination of the work of the Division including responsibility for and management of the Nuclear Security Fund, the evaluation of results, financial matters; and interaction with and reporting to donors. PDIC assists in the development and promotion of nuclear security through development of IAEA guidance in nuclear security, promotion of relevant international legal instruments, facilitating nuclear security working and advisory groups, and providing Divisional communications and outreach support. The Section assists in human resource development in nuclear security for Member States, coordinating and advising on overall strategy, methodology and evaluation development for the Division’s education and training programmes. It coordinates two collaborative Networks for nuclear security education and training, one for nuclear security academic and educational institutions (INSEN) and one for national Nuclear Security Support Centres (NSSCs).

The Programme, Budget and Reporting Unit supports the Division of Nuclear Security on programme and project formulation, output delivery, implementation and results-based evaluation and reporting. It coordinates across the Division and other relevant stakeholders to ensure the timely and accurate preparation of the Division of Nuclear Security’s programme, budget and reporting, including activities carried out under the Nuclear Security Fund. It advises on and approves fund allocation and fund matching, balancing Member States’ requests with donor contribution agreements and conditions. It monitors the programme and budget process, from planning to implementation and reporting, providing guidance for an effective and efficient results-based management of financial resources. The Unit utilizes a results based programming approach to provide Member States with high quality, well-focused and timely information on programmatic activities and to monitor and report on outcomes and achievements. Within the context of IAEA’s Partnership and Resource Mobilization Policy, the Unit applies a coherent resource mobilization plan for the Nuclear Security Fund (NSF), actively liaises with internal and external partners in the implementation of this plan and ensures systematic and transparent reporting on fundraising and related communication activities and results.

Main Purpose

The Programme Management Officer (NSNS) provides inputs on strengthening NSNS result based planning, implementation, management, performance assessment and reporting by applying result-based management and performance measurement frameworks. S/he ensures the alignment of the activity of the Integrated Nuclear Security Support Plan (INSSP) within the IAEA’s Programme and Budget performance framework. Within the context of the Programme and Budget process, s/he supports the development and implementation of coherent NSNS programming aligned with overall goals and objectives as stipulated in the Statute, within the broad framework of the Medium Term Strategy and taking into account Resolutions approved at the General Conference. S/he provide technical and operational support for the Division’s cross-cutting field missions and support activities that span the Division’s organizational structure and mission to assist Member States in their prevention of, detection of, and response to nuclear security events. The Programme Management Officer (NSNS) applies knowledge of management practices, including results based programming, to provide Member States with high-quality, well-focused and timely information on programmatic activities and to monitor and report on achievements. In the implementation of programme, the Programme Management Officer (NSNS) actively liaises with internal and external partners and ensures systematic and transparent reporting and related communication activities and results.

Role

The Programme Management Officer (NSNS) is: (a) an adviser to Section Heads and DIR-NSNS on the formulation of, and reporting on, the Nuclear Security programme including Programme and Budget preparation; (b) an analyst and facilitator, reviewing and analyzing overall programme performance data for assessment in accordance with results based principles; (c) a planner, applying this analysis to tools and recommendations for continuous improvement of the Division’s programme and resource mobilization efforts in support; (d) a substantive expert contributor to developing and maintaining tools, frameworks and guidance for the planning, development and reporting on the nuclear security programme in accordance with results based principles; (e) a coordinator, integrator and manager, providing quality reviews and advice for programme/project documentation in the Division, including on programme/project performance indicators for development and continuous improvement of Division-wide monitoring, reporting and assessment, and risk management systems.

Functions / Key Results Expected

  • Contribute to, and coordinate across the Division, programme and budget planning and formulation, performance monitoring, evaluation and reporting, ensuring programme integrity of the Medium-Term Strategy and ensure consistency between programme elements, including interdepartmental cross-cutting programmes and projects.
  • Contribute to the development of results-based projects and analysis of programmatic priorities, including by providing recommendations to stakeholders on project interventions in Divisional programming. Analyze and advise on programme/project documentation in accordance with results-based principles. Review development of project proposals, including Logical Framework Matrix; and Monitoring and Evaluation plans.
  • Identify opportunities and develop innovative approaches for sustainable, results-based programming with diverse internal and external partners around common objectives. Review division wide performance data; and provide recommendations to NSNS management and inputs in preparation of Agency documents.
  • Monitor programme implementation; participate in reviewing programmatic results, assessing and evaluating outcomes and impacts; review relevant documents and reports, including quality and consistency of data submitted in the monitoring and evaluation processes; recommend corrective actions, including through lessons learned, to inform decision-making; identify and track follow-up actions; and ensure consistency between NSNS programme elements, including interdepartmental cross-cutting programmes and projects.
  • Ensure NSNS activity in wider Agency coordination of ongoing assistance and support missions and related plans necessary for sustained NSNS field assistance and support missions; including as divisional liaison with the IAEA Coordinator for Nuclear Safety and Security Assistance to Ukraine and the Coordinator for the expert missions in Ukraine.
  • Coordinate with partners in a range of technical expertise in activities of the IAEA nuclear security programme. Monitor, evaluate and report on progress in terms of outcomes, including initiating review and – potentially – evaluation missions, compiling mission reports, periodic reports and evaluation reports, presenting the overall achievements in interaction with other organizational units within the IAEA and NSF contributors. Ensure the development of requirements and technical specifications for NSNS equipment for secure communications, personnel safety, and personnel security.
  • Advise NSNS leadership on operational, logistical, and practical considerations, requirements, policies and procedures associated with unique NSNS assistance and support missions, maintaining operational security and diplomatic discretion at all times. Provide guidance and support to senior managers in the Division of Nuclear Security, the Unit and relevant staff in efficient and effective use of resources, with a strong commitment to the principle of Results Based Management.
  • Draft and facilitate regular communications plans with field deployed NSNS staff; coordinating with teams on assessments in order to inform decision making on priorities and expected outcomes; and inputs to higher level reports, updates, briefing products, and other information as requested.

Master's Degree - Advanced University Degree in business administration or management, economics, international relations, international law, development cooperation or equivalent discipline.

Minimum of seven years of experience in a security related field with programme management, including programme planning, monitoring, reporting, analysis and assessment or a related field. Excellent computer skills in all the common applications required for data analysis, graphs, report preparation; knowledgeable in Enterprise Resource Planning (ERP) applications (ORACLE). Excellent organizational skills and the ability to multitask and be comfortable working with a team of technical experts in varying fields of nuclear security and emergency operations disciplines required. Ability to perform in a fast-paced, deadline-oriented work environment, able to successfully execute many complex tasks simultaneously, collaborating with diverse audiences of different ranks/levels. Skilled in problem analysis, risk management and information research. Experience in collecting, analyzing and reporting statistical data, including familiarity with and experience in the use of various methodologies and tools. Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $75602 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 33567*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
