Org. Setting and Reporting This position is located in the United Nations Office of Counter-Terrorism (UNOCT) Programme Office in Doha, the State of Qatar, established in support of the “International Hub on Behavioural Insights to Counter Terrorism”. The National Professional Officer will report to the Chief of the Hub through the Leader of the Research and Best Practices Team within the Hub.

The United Nations Office of Counter-Terrorism was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates entrusted to the Secretary-General from across the United Nations system; (b) enhance coordination and coherence across the Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the United Nations Global Counter-Terrorism Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations system and that the important work on preventing violent extremism is firmly rooted in the Strategy.

The UNOCT Programme Office in Doha performs three core functions: (1) conduct and advance research in behavioural sciences to better understand the drivers and factors contributing to radicalization leading to violent extremism and terrorism; (2) provide capacity-building assistance to Member States and organizations to develop and implement programmes, projects and initiatives that integrate behavioural insights to counter terrorism; and (3) promote communication, outreach and partnerships to share knowledge, expertise, experiences and lessons learned on behaviourally informed counter-terrorism interventions.

Under the overall guidance of the Chief of the International Hub in Doha, this position will support the research work of the Hub, including the preparation of analytical reports, collaboration with relevant consultants and partners, and organization of the Hub events. This position would include a national as well as international focus, requiring national and preferably international experience.

Responsibilities Within delegated authority, , the National Professional Officer will be responsible for the following duties:

•Supports the Leader of the Research and Best Practices Team through tasks assigned to him/her, especially with regard to intergovernmental relations and donor support, as well as coordination and outreach with national interlocutors and institutions, including civil society organizations and think tanks; supports and advises on programmes and policies through provision of local expertise and knowledge. •Supports clients in planning and implementing initiatives using behavioral insights and perspectives and tailored to the local context, including through the organization of conferences, workshops, seminars, and delivery of trainings. •Researches, analyzes and presents information gathered from diverse sources. •Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. •Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. •Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. •Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. •Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. •Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. •Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). •Performs other duties as required.

•Planning& Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required. Experience working on counter-terrorism and the prevention/countering of violent extremism is desirable. Experience working in the Middle East and North Africa region is desirable.

Languages Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage. .

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice Recruitment in the General Service and National Professional Officer categories shall be made in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country, and shall comply with any host country agreement in effect. In addition, applicants for positions of National Professional Officer must be nationals of the country where the position is located.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

Funding for this post is provided through extra-budgetary contribution. Appointment against this position is for an initial period of one year. The appointment and renewal thereof are subject to the availability of the post or funds, budgetary approval or extension of the mandate.
