Org. Setting and Reporting This position is located in Bamako in the Office of Stabilization and Recovery under the MINUSMA DSRSG/RC/HC pillar. The MEL Programme Management Officer reports to the Coordination Officer (Head of Trust Fund Unit) and the Senior Programme Management Officer under the overall guidance of the Director of Stabilization and Recovery Section.

The Office of Stabilization and Recovery focuses on assisting the Government, local communities and the United Nations Country Team (UNCT) deliver early recovery and stabilization programmes effectively, whilst also supporting the articulation of longer-term development plans that build on the immediate benefits delivered by these programmes.

Under the overall direction of the DSRSG/RC/HC, the Stabilization and Recovery section is responsible for coordinating the Mission's and the UNCT's efforts in developing early recovery strategies and related programmes delivery frameworks including the development of the next iteration of the United Nations Development Assistance Framework (UNSDCF), donor coordination and advocacy initiatives, overseeing the Mission's quick impact projects development and coordinating the United Nations efforts with the Government's Plans for Sustainable Recovery. The Office further oversees the UN Trust Fund for Peace and Security in Mali. The Office ensures effective coordination between MINUSMA and the UNCT, supports close collaboration with national and international partners, and promotes coherence of effort and effective targeting and management of priority programmes with emphasis on early recovery to support peace consolidation. The Office also works closely with the other elements of MINUSMA, such as the Heads of Field Offices, Civil Affairs, and Disarmament, Demobilization and Reintegration teams at both the national and regional

Responsibilities The MEL Officer is responsible for the development and implementation of activities in the fields of MEL, results-based management, and knowledge management. S/he plans, organises and develops MEL and related products to ensure that technical resources, tools and systems are comprehensive, functional, aligned with professional MEL standards and with the Third-Party Monitoring planning.

Within delegated authority, the Programme Management Officer will be responsible for the following duties:

  • Contributes to organizational learning through the design of procedures, processes, and systems to encourage and facilitate more effective sharing of program results, approaches, feedback from partners, and lessons learned and best practices, using this insight to contribute to better design of projects.
  • Strengthens monitoring, evaluation, feedback, and learning practices in the framework of the Trust Fund projects through training, workshops, seminars/webinars, etc. Acts as the focal point for Third Party Monitoring.
  • Consolidates the data infrastructure required for ongoing monitoring, evaluation, feedback, and learning to strengthen operation and implementation, participates in data collection.
  • Reviews, analyzes and interprets responses, identifies issues and prepares preliminary findings, reinforces capacity building on qualitative data collection, analysis and synthesis. Links with quantitative monitoring of projects and related databases.
  • Implements and enhances a monitoring, evaluation, and feedback framework in order to aggregate and communicate program results, reviews documents related to the monitoring-evaluation of projects at mid-term and at project closure.
  • Supports the development of plans and tools for monitoring and evaluation of project implementation; supports the facilitation of mid-term and final debriefing, contributes to relevant sections of project proposals and reports to ensure alignment between partner capabilities and project requirements to articulate outputs, outcomes, and impact.
  • Promotes the appropriation of digital tools to systematize qualitative internal evaluation practices, supervises the adherence to project cycle and ownership of new Trust Fund tools by sponsor/UN agency/implementing partner sections: project proposal, interim and final reports.
  • Ensures comprehensive and regular monitoring of projects in coordination with key sponsor sections and field offices, including ensuring timely receipt and review of M&E documents, reviews project documents, interim and final project narrative reports.
  • Facilitates collective thinking around the specific Theory of Change as it relates to the Trust Fund's objectives in order to refine the development of the TF Logical Framework, leads in the capacity building on theory of change and logical framework writing.
  • Guides and informs periodic reviews and evaluations of particular projects through contributing to terms of reference, selection, and engagement with partners and dissemination of findings.
  • Assists in the preparation of various written products, drafting of background papers, analyses, notes, sections of reports and studies, SG reports, etc., participates in the drafting of the project evaluation section of the Trust Fund's annual narrative report.
  • Performs any other tasks as needed.

In-depth understanding of the political context supporting stabilization, peace consolidation, and early recovery. Works to mainstream gender and to empower women in internal and external activities. Ability to apply UN rules, regulations, policies and guidelines in work situations. Accountability: Takes ownership of all responsibilities and honors commitments; Delivers outputs for which one has responsibility within prescribed time, cost and quality standards; Operates in compliance with organizational regulations and rules; Supports subordinates, provides oversight and takes responsibility for delegated assignments; Takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education Advanced university degree (Master’s degree or equivalent) in social sciences, development studies, international relations, project management, sectors of humanitarian intervention, the international legal framework, or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience Five or more years of progressively responsible experience in supporting evaluation and learning in an international cooperation and/or peacekeeping operations context, information gathering, analysis and reporting, crisis management, and liaison with external partners is required.

Advanced skills in monitoring, evaluation, feedback and learning methods, third-Party Monitoring planning, capacity building and experience in management of humanitarian, crisis and emergency response is required.

Direct experience in implementing M&E systems within the UN system will be an asset. Familiarity with software applications to support data management and analysis is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in French and English (both oral and written) is required. Knowledge of the other is desirable.
