Org. Setting and Reporting This post is in the Operations Section, Business Management Branch (BMB) of the United Nations Development Coordination Office (UNDCO), New York. The Programme Management Officer reports directly to the Chief Global Resident Coordinator System Operations Section. The incumbent coordinates management of the Legal issues and general administration processes at UNDCO, Regional Offices as well as Resident Coordinator Offices; liaises as appropriate with other components of the organization to ensure an efficient and cohesive approach to managing legal issues and general administration processes.

Responsibilities Within limits of delegated authority, the Programme Management Officer will be responsible for the following duties:

  • Develops, implements and evaluates operational support services, assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions;
  • Supports Resident Coordinator Offices (RCOs) and UNDCO Regional Offices in the development and discussions on Host Country Agreements (HCAs) locally, and working closely with the Office of Legal Affairs (OLA) and other stakeholders;
  • Supports BMB in interoffice legal meetings on UNSDCF Legal Annexes, HCAs, agreements and on Privileges and Immunities and UNDP service arrangements; advises and provides feedback on local UNDP Service Level Agreements (SLAs) and legal matters, in consultation with OLA, relevant BMB staff, UNDP's Client Support Services (CSS) team and Administrative Officers in the five DCO Regional Offices;
  • Contributes to the development of operational policies for the RC System by troubleshooting and proposing solutions for legal issues at the country and regional levels;
  • Assists in creating Standard Operating Procedures (SOPs) and other guidance in conjunction with OLA, UNDP CSS and other BMB units as appropriate;
  • Supports and advises on the formation and finalization of various MoUs, including those on RCO lease agreements, operational support arrangements with DOS service entities, and other programmatic aspects as needed;
  • Provides guidance and advisory services on legal issues to UNDCO Headquarters, UNDCO Regional offices, and Resident Coordinator Offices;
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Oversees programmatic/administrative tasks, including a review of cost estimates for office relocation and renovation projects;
  • Plans, develops, reviews and evaluates internal controls over administrative activities and support functions;
  • Supportpertinent issues essential to the provision of location-dependent (in-situ) and location-independent services to the Resident Coordinator System' s (RCS); Interacts regularly with internal stakeholders to ensure quality of services, review changing priorities and emergencies and establishes approaches for adjustments;
  • Develops, reviews, evaluates and upgrades policies and procedures, Standard Operating Procedures (SOPs), guidelines and instructions governing the general administration;
  • Undertakes research and analysis in order to develop formal recommendations to management to improve its efficiency to ensure optimal use of resources and cost-effective administrative and logistics support to all stakeholders; •Provides substantive input to drafting of analytical reports, progress reports and contribute to preparation of senior strategic level and workplans.
  • Performs other related duties as required.

    Education Advanced university degree (Master's degree or equivalent) in law, business administration, economics or related field is required. A first-level university degree in combination with at least two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required.

    Experience in dealing with legal issues related to the operational activities of the United Nations, or its subsidiary organs or bodies, is desirable.

    Experience in implementing change management initiatives or business transformation projects is desirable.

    Experience working with United Nations common systems administrative policies and procedures is desirable.

    Experience in preparing thorough and well-reasoned written outputs including background papers, analytical notes, reports etc. is desirable.

    Experience within the UN Common System or other comparable international organization is desirable.

    Languages French and English are the working languages of the UN Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of a second UN language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    Special Notice This position is available for an initial period of one year. Subsequent extension of appointment is subject to availability of fund and mandate.
