Org. Setting and Reporting The Department of Operational Support (DOS) provides end-to-end operational support, advisory services and other solutions to the operating entities across the Secretariat, including other departments, offices-away-from-headquarters, field missions, and regional commissions.

The Capacity Development Operational Training Service (CDOTS) provides operational training, including training on enterprise resource management system and leads as the main facilitator of business process management activities in the UN Secretariat.

This Knowledge Management Team (KMT) is responsible for the provision of knowledge management services to the global Secretariat. The premier service provided by this team is the Knowledge Gateway, an organization-wide platform for internal guidance-sharing on administrative and operational support topics, which is part of the integrated Policy and Guidance Framework, a joint initiative of DMSPC. Other activities include the development and implementation of a guidance development framework for operational support, supporting partners in the development of specialized communities of practice, knowledge tools and products, and facilitating group processes aimed at fostering a knowledge-sharing culture.

This position is located within the Knowledge Management Team (KMT)/Capacity Development and Operational Training Service (CDOTS)/Department of Operational Services (DOS). The incumbent co-leads the Knowledge Management Team (KMT) in CDOTS/DOS. The incumbent will reports to the Senior Programme Officer.

Responsibilities Within delegated authority, the Programme Management Officer will be responsible for the following duties:

  • Participates in the development, implementation and evaluation of DOS Knowledge Management projects; manages, maintains and scales Knowledge Gateway project development and implementation; reviews relevant guidance products; identifies problems and issues to be addressed and proposes corrective actions; coordinates with DOS Knowledge Management focal points and DOS clients; identifies and tracks follow-up actions with respect to guidance products to be hosted on the Knowledge Gateway.

  • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.

  • Researches, analyzes and presents information pertaining to DOS knowledge management needs gathered from diverse sources.

  • Assists in strategy development for the UN Integrated Policy and Guidance Framework in collaboration with partners and stakeholders throughout the Secretariat, including the review and analysis of issues and trends related to knowledge management, preparation of evaluations or other research activities and studies in relation to fostering a knowledge sharing culture.

  • Undertakes survey initiatives with respect to knowledge management; designs data collection tools as part of the Knowledge Gateway; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.

  • Prepares various written outputs, e.g. notes, memos, draft background papers, strategy documents, trend analysis, sections of reports for Knowledge Management as required.

  • Provides substantive support to knowledge management related consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.

  • Coordinates activities related to knowledge management budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

  • Work closely with Office of Information and Communications Technology (OICT) on the maintenance, upkeep, and subsequent phases and expansion of the Knowledge Gateway.

  • Performs other duties as required.

Education Advanced university degree (Master's degree or equivalent degree) in business administration, management, economics, knowledge management or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in project or programme management, administration, knowledge management or a related area is required. Experience developing and maintaining electronic knowledge management and information sharing platforms is required. Experience managing technical projects using SharePoint Online or similar cloud-based technologies in an international organization is required. Experience using Adobe Creative Cloud or similar application is desirable. Experience creating multimedia content such as infographics and videos using a diverse range of tools is desirable. Experience presenting knowledge management concepts to a diverse audience is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another United Nations official language is an advantage.
