Org. Setting and Reporting The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The current portfolio of UN-Habitat activities in Africa is expanding and there is urgent need for strengthening the capacity at country level as part of Regional Office for Africa (ROAf). In Mozambique, the UN Habitat Country Programme has expanded rapidly since 2020, in particular as a result of the development of a large portfolio responding to the cyclones Idai and Kenneth which hit Mozambique in 2019 causing dramatic death toll, destruction and loss in the country’s central and northern regions. The UN Habitat Country Programme has continued to expand as Mozambique confronts unfortunately additional crises. Since 2017, the Province of Cabo Delgado has experienced an armed conflict which, in the last two years, has increased in intensity and has brought instability and a sense of general insecurity to the whole Mozambique’s Northern region. While the conflict started in the north of Cabo Delgado it has now expanded to the south of the province and threatens the neighbouring provinces of Nampula and Niassa. The conflict in Cabo Delgado Province resulted in large scale displacement of people, affecting the human geography of the entire Northern Region of Mozambique (including Nampula and Niassa Provinces). Today, estimates indicate that more than 800,000 people have been displaced looking for safe spaces where to (re)settle and recover. Cities, such as Pemba, and several smaller towns have seen their population almost doubled in a few months, and new villages and towns are emerging due to this massive displacement of people. This situation led to an exponential increase of needs for access basic services and infrastructure, housing, livelihoods and employment opportunities, which represent a strong challenge in terms of social cohesion and protection. To respond to the crisis in Northern Mozambique, UN-Habitat in Mozambique has opened an office in Cabo Delgado in 2021 and has developed the Northern Mozambique Umbrella Programme which contains the concepts for a series of projects to respond to the existing crisis. As both the regional programme expands and the number of staff increases, UN Habitat is looking for a Programme Management Officer which would lead the development of Country Programme in northern Mozambique. The Programe Management Officer, Human Settlements reports to the Senior Programme Management Officer and Head of Country Office.

Responsibilities The Programme Management Officer (PMO) for Northern Mozambique will support the implementation of the UN-Habitat portfolio in the Northern Region of Mozambique, which includes the provinces of Cabo Delgado, Nampula and Niassa. Under the overall supervision of the Head of the UN Habitat Mozambique Country Office, the PMO will enhance the Northern Region project portfolio delivery by managing the local office, coordinating and supporting the local team, strengthening technical capacities, and ensuring quality of project activities in alignment with the UN-Habitat mandate and country programme. More specifically, the PMO for Northern Mozambique will be responsible for carrying out the following tasks in coordination with the teams at country level:

Program Implementation Support ¿ Supporting the smooth implementation of on-going projects and activities at regional level, making sure that Agreements of Cooperation exist and are followed and that overall project management procedures are in place to guarantee quality implementation; ¿ Providing technical and operational support to the regional team when necessary, in coordination with Pillar Coordinators and Project Managers; ¿ Facilitating the implementation of activities at the local level, including staff planning, inter-project work planning and a proper start-up of the projects. ¿ Coordinating cross-program field activities, providing advice to Project Managers and Pillar Coordinators to support synergies between different projects based on their geographic locations, ensuring efficient use of resources, staff, and operations. ¿ Preparing progress reports to be sent to donors and circulated internally for ensuring greater coordination and information sharing within the agency; ¿ When necessary, support coordination and close collaboration between ROAf, UN Habitat Thematic Branches in the different thematic areas;

Fundraising and project development ¿ Supporting the UN Habitat Country Management Team in further expanding the country programme, particularly the development of the different projects integrating the Northern Umbrella Programme; ¿ Identifying new opportunities, technical areas and concepts for project development in Northern Mozambique; ¿ Support resource mobilization by identifying synergies with other initiatives and partners operating in the same geographical area. ¿ Leading the preparation of Project Proposals, Terms of Reference, and other necessary documents supporting project development within the agency; ¿ Overseeing the process leading to the UN Habitat Project Committee Review and Approval.

Networking and Representation ¿ Represent UN-Habitat at the regional level when required in coordination with the Head of Country Office. ¿ Develop, maintain and manage close working relationships with relevant national and international partners, stakeholders and other UN agencies in Mozambique within the Northern Region; ¿ Identify opportunities for partnering in project development and implementation, ensuring appropriate liaison and coordination with local authorities, the UN Agencies Group, the HCT at the province level, and the Multisectoral working groups, Private Sector and Academia.

Management of Regional Team ¿ Leading the team in Mozambique Northern Region in coordination with the UN Habitat Mozambique Head of Office and Country Management. ¿ Ensuring staff motivation, supporting problem-solving at the workplace in an atmosphere of mutual respect under the UN values. ¿ Leading recruitment and hiring processes, including staff onboarding processes: facilitating the induction of new staff, introducing UN-Habitat's mandate, project portfolio, and institutional and administrative procedures. ¿ Leading the implementation of UN-Habitat Policy and Plan for Inclusion, Gender Equality and Empowerment. through providing support and advice to the different PMs and local staff.

Overall office management: Administration, Local Finances, Operations, and Security ¿ Providing overall management of the Northern Regional Office; ¿ Lead the acquisition and financial authorization processes at the local level, in coordination with the Head of Office and the Administration & Finance teams in Maputo and Nairobi Offices; ¿ Ensure that a strategy is in place to have well-maintained premises, a healthy environment, functioning equipment and means of transportation ¿ Ensure local project operations, including the supervision of running costs management through petty cash. ¿ Coordinate with the UN security focal point in the region to implement the UNDSS requirements and work to comply with security standards. ¿ Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Competencies PROFESSIONALISM: Ability to negotiate with high-level Government, multi and bilateral technical and funding agency officials. Ability to present and debate in public forum and events the main policy and substantive messages related to the development issues identified with the Programme's work. The ability to analyze and interpret data in support of decision-making and convey resulting information to management. Familiar with UN policies, procedures and practices, including those relevant to technical cooperation projects. Good technical skills in programme and projects monitoring, execution and development, as well as recognized technical knowledge in the fields of disaster risk reduction and management, post-disaster recovery, urban resilience and development. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education Advanced university degree (Master’s degree or equivalent) in urban planning, architecture, disaster risk management, urban sociology or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Certification in data analytics, business analytics or data science programs is desirable.

Work Experience A minimum of seven (7) years of progressively increasing responsibility and experience in country project management, team leadership and in areas related to post-disaster and post-conflict recovery, resilient and sustainable infrastructure, spatial development and war-displacement and integration of IDPs in urban areas is required

Experience in the area of resource mobilization, especially in a UN environment, is required

Project management experience; experience in UN interagency coordination or other international organizations; working experience in Africa and/or Mozambique is desirable

Experience in building partnerships and alliances for the implementation of joint strategies and programs is desirable

Two (2) years or more of experience in data analytics or related area is desirable

Languages English and French are the working languages of the UN Secretariat. For the position advertised, Fluency in English is required and; fluency in Portuguese is desirable. Knowledge of another official United Nations language is desirable.
