Org. Setting and Reporting UN-Habitat’s Regional Office for Africa manages UN-Habitat’s project portfolio in Africa. It ensures that country priorities are in alignment with the UN-Habitat’s organizational policies and strategic objectives and brings through its Regional Representative to the attention of the Executive Management Committee (EMC) opportunities and challenges in the region, allowing for timely feedback and responses to urgent demands and requests from Member States. This position is locate in Hargeisa Duty Station.

UN-Habitat Somalia through the Berbera Urban Development Project will focus on sustainable and economically gainful waste management, employment creation, minimized waste generation, innovative and appropriate use of existing resources, reuse of materials, and awareness raising on the concepts of well managed growth through a more circular approach to economic development.

The overall objective of the project is to contribute to inclusive and sustainable urban development and economic growth in Berbera through improved waste management infrastructure and services. The intervention aims at bridging the gap between the urban poor and the local government, by strengthening inclusive governance, enabling the provision of improved services and creating related employment in Berbera. Local development potential will be unlocked through a well formulated long-term waste management strategy and the mobilization of capital investment needed for the development of infrastructure and basic service delivery for all, with focus on the urban poor. The project will increase municipal capacities in the areas of urban environment and waste management, planning and implementation of associated infrastructure, service delivery and the creation of livelihood opportunities for young people in the circular economy.

This position covers the management of the project components under the Berbera Urban Development Project within the portfolio of UN-Habitat Somalia Programme including stabilization, urban planning, community mobilization, rehabilitation, capacity development and solid waste management.

Responsibilities The Human Settlements Officer will be under the overall supervision of the Officer in Charge of Somalia Programme.

Responsibilities: Within delegated authority, the Human Settlements Officer will be responsible for the following duties: •Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. •Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. •Researches, analyzes and presents information gathered from diverse sources. •Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. •Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. •Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. •Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. •Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. •Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. •Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). •Performs other duties as required.

•Planning& Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education Advanced university degree (Master’s or equivalent) in, urban and regional planning, urban planning, or physical sciences relevant to urban planning and management or a related field is required. A first level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree

Work Experience A minimum of five (5) years of progressively responsible experience related to human settlements, project or programme management and/or solid waste management, administration or related area, is required Working experience in these areas for at least three (3) years is desirable. Post-conflict working experience is required

Languages English and French are the working Languages of the United Nations Secretariat. For this post, fluency in oral and written English is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
