Org. Setting and Reporting This position is in the United Nations Office for the African Union (UNOAU). The Programme Management Officer reports to the Chief of the Mission Support Planning Section (MSPS) of the Institutional and Operational Partnership Service of UNOAU.

The United Nations Office to the African Union was established by UN General Assembly Resolution 64/288 in 2010. The integrated Office has three core aims: - Enhance the partnership between the United Nations and the African Union in the area of peace and Security; - Provide coordinated and consistent United Nations advice to the African Union on long-term capacity-building and short-term operational support matters; - Streamline the United Nations presence, in Addis Ababa to make it cost-effective and efficient in delivering UN assistance to the AU.

The Mission Support Planning Section provides technical and expert support to the African Union Commission in developing its mission support capabilities to strengthen the African Standby Force and the planning and management of deployed AU Peace Support Operations and any future planned operations; facilitates the planning and implementation of smooth transitions between the African Union and the Host Nation or the United Nations for ongoing missions; and enhances the AU UN Partnership in Peace and Security and coherence of the United Nations and African Union policies and procedures on mission support issues.

The Programme Management Officer – Human Resource has a multifunctional profile with a broad remit to strengthen all areas of support to the African Union in terms of human resource management related mission support. This will encompass planning, liaison and coordination between the African Union and Headquarters and missions, advising on human resource management including administration, workforce planning, recruitment, conduct and discipline and performance management.

Responsibilities Under the direction of the Chief Mission Support Planning Section of the Institutional and Operational Partnership Service and in coordination with the Department of Operational Support, the Programme Management Officer - HRM: develops, implements and evaluates assigned programmes / projects in areas of human resource management including administration, workforce planning, recruitment, conduct and discipline and performance management for new and ongoing African Union peace operations. These areas include field support advice between UN Headquarters, the African Union and AU peace support operations, as well as coordinating information updates and analysis on mandate implementation, cross-cutting developments, policy advice and support and performs other duties as required.

The Programme Management Officer - HRM conducts programme / project development, implementation, monitoring and assessment; reviews relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties, including African Union staff; and identifies and initiates follow-up actions.

Provides field support advice including research and programme evaluation and presents information gathered from diverse sources. Assists in the preparation, coordination and monitoring of policy development and field support plans in support of the African Union; provides field support advice and reviews the assessments of issues and trends, preparation of evaluations or research activities and studies. Prepares various written outputs with respect to the human resource aspects of current and proposed African Union peace operations, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.

Conducts outreach activities; designs and conducts training workshops, seminars, makes presentations on assigned topics / activities with respect to the support aspects of peacekeeping missions. Participates in the conduct of field missions, including provision of guidance to external consultants, African Union personnel and other parties and drafting mission summaries with respect to the support aspects of relevant peacekeeping missions.

Represents United Nations and establishes collaboration and partnerships with key officials at all levels inside and outside the African Union, particularly including liaison between the relevant AU peace operations, and Headquarters staff for human resource support matters.

Education Advanced university degree (Master's degree or equivalent) in business administration, management, economics or related field. A first level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in project or programme management, administration, or related area is required.

Experience in human resource management, workforce planning, recruitment, conduct and discipline and performance management is required.

A minimum of 2 years of experience in a field mission (peacekeeping or political mission) is required.

Experience in policy development and facilitation, and coordination of multi-stakeholder planning processes is desirable.

Experience in analytical and situational awareness functions in a complex environment is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required.
