Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of UNEP's Economy Division is to encourage decision-makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. The One Planet network is the implementation mechanism for Sustainable Development Goal 12 and has been formed to implement the 10 Year Framework of Programmes on Sustainable Consumption and Production. It is s a multi-stakeholder partnership across stakeholder groups and regions, composed of 700+ partners, including national and local governments, civil society, businesses, scientific and technical organisations, and international organisations. A multi-partner trust fund was established by six United Nations entities as a means to implement Goal 12. The One Planet network leads the shift to sustainable consumption and production, by setting the agenda and providing tools and solutions to deliver on SDG12. The position is located in the Economy Division, Resources and Markets Branch, 10 Year Framework of Programme (10YFP) Secretariat and is located at the Paris duty station. Under the overall coordination of the Chief of Resources and Markets Branch and under the direct supervision of the Head of the 10YFP Secretariat, the incumbent will undertake the following responsibilities:

Responsibilities 1. Enhance international cooperation and coordination to replicate and scale up good practices on SCP building upon the experience of the 10YFP and One Planet network and other SCP initiatives; enhance commitment to SCP through cooperation with stakeholders and UN agencies, development cooperation agencies and financial institutions; develop and supervise outreach and information activities on the 10 YFP and One Planet network; development of clearinghouses, website, logo and communication tools; build linkages and cooperation on SCP and with Multilateral Environmental Agreements, the International Resource Panel and other global and regional initiatives. 2. Build cooperation and coordinate activities on SCP with UNEP's regional offices, building on the 10YFP and other SCP initiatives; ensure activities and initiatives under UNEP's sub-programme on resource efficiency contribute to the 10YFP; coordinate international/regional meetings on the 10YFP and related SCP initiatives. 3. Coordinate the development of SCP initiatives to be included in a 10 YFP; build new SCP partnerships replicating and scaling up the work of the One Planet network and other global/regional SCP activities; work closely with the Resources and Markets Branch and UN agencies in development and implementation of proposals for programmes; support multi stakeholder participation in the development and implementation of programmes of the 10 YFP; coordinate a common platform and clearinghouse. 4. Develop proposals and initiatives, build linkages between SCP and Green and Circular Economy; develop elements of SCP and/or the 10 YFP relevant for the transition to the green economy; build linkages and cooperation on the design and implementation of SCP and/or the 10YFP between the Resources and Markets Branch and other colleagues in UNEP. 5. Administration and management of activities: support actively fund raising and development of project proposals for bilateral and multilateral agencies; supervise the work of staff and consultants of the team working on the 10YFP; manage budgets and coordinate reporting on progress and finance; coordinate project(s) in UNEP's programme of work and subsequent ones. 6. Perform any other duties as may be assigned.

Competencies Professionalism: expert knowledge and understanding of the concept and tools for sustainable consumption and production, resource efficiency and sustainable development policies in the international arena as well as regional and national levels; ability to identify important and emerging issues on the political agendas. Good expertise in negotiations, good skills in political analysis and working with governments, business and civil society. Demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; takes initiative in developing new proposals and activities finding synergies and cooperation with relevant stakeholders. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work. Knowledge and research on sustainable consumption and production (SCP) as well as and practical experience on SCP and related strategies and policies in both developed and developing countries. Good research and analytical skills, combining economic, environmental, social and developmental perspectives.

Planning and organization: Ability to identify priority activities and assignments, manage conflicting priorities, allocation of appropriate amount of time and resources for completing work. Experience in administrative work (budget management, project development and fund raising) is required as well as preparation of briefing notes, meeting reports and other background documents.

Communication: Excellent communication skills, written and spoken as well as ability to draft/edit a variety of written reports in English (French and other UN languages are desirable); ability to ask questions to clarify, exhibiting interest in having two-way communication; demonstrates openness in sharing information and keeping people informed.

Education Advanced university degree (Master's degree or equivalent) in public policies, sustainable development and/or environmental studies or related area is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in sustainable development, consumption and production and development of environmental policies/initiatives, out of which at least four years should be at the international level is required. Work experience of Agenda 2030 and the Sustainable Development Goals is required. Work experience in supporting their implementation is desirable. Work experience in developing countries is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Working knowledge of French is desirable. Knowledge of another UN language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
