Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment.

The overall objective of UNEP's Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

This post is in UNEP's Economy Division, Energy and Climate Branch, Energy Unit, Paris duty station. Under the overall supervision of the Head of the Energy Unit and the direct supervision of the Program Management Officer, the incumbent will be responsible for the following duties:

Responsibilities A. Coordinate implementation of activities undertaken by the Branch/Unit in the framework of the programme on methane emissions from the fossil fuel industry: 1. Strengthen institutional infrastructures for climate change mitigation in developing countries; 2. Promote the development, use and transfer of policies, technologies, economic instruments, and data, to assist in decision-making; 3. Coordinate awareness raising and capacity building activities on methane emissions to promote mitigation actions 4. Identify opportunities for coordination with other UNEP initiatives and collaborating partners;

B. Coordinate the activities of the Oil and Gas Methane Partnership: 1. Collect and analyze information, data, and methodologies reported by Oil and Gas Methane Partnership member companies and promote additional governments, companies, and NGOs participation in Oil and Gas Methane Partnership; 2. Participate in the development of the International Methane Emissions Observatory annual publication, and coordinate the OGMP section; 3. Promote the development of a partnership on transparency of methane emissions with the coal industry in collaboration with Governments, NGOs, and industry leaders. 4. Review and suggest ways of reorienting the work programme and workplans; 5. Respond to new priorities and external feedback.

C. Coordinate communication and outreach to donors, partners and stakeholders: 1. Coordinate the development of substantive reporting to donors; 2. Enhance UNEP’s role in promoting information exchange on methane emissions and links to environment and development agenda; 3. Communicate with partners about common positions and joint activities.

D. Perform other relevant duties as assigned.

PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies; Identifies priority activities and assignments, adjusts priorities as required; Allocates appropriate amount of time and resources for completing work; Foresees risks and allows for contingencies when planning; Monitors and adjusts plans and actions as necessary; Uses time efficiently.

Education Advanced university degree (Master’s degree) in political science, public policy, or environmental science is required. A first-level university degree in combination with two additional years of relevant experience may be accepted in lieu of the advanced university degree

Work Experience A minimum of five years of progressively responsible experience in the area of sustainable development is required. Experience at the international level related to energy and climate change in project or programme management is required. Experience on activities related to methane emissions from the oil and gas sector is desirable. Experience working with oil and gas companies on environmental management issues, with a focus on climate change mitigation, is desirable.

Languages English and French are the working languages of the United Nations. For the position advertised, fluency in English and French is required. Knowledge of another UN official language is desirable.

NOTE: 'Fluency' equals a rating of 'fluent' in all four areas (speak, read, write and understand) and 'Knowledge of' equals a rating of 'confident' in two of the four areas.

Assessment Evaluation of qualified candidates for this position may include a substantive assessment, such as a written test, which will be followed by a competency-based interview by phone or teleconference.
