Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. The overall objective of UNEP's Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. This post is in UNEP's Economy Division, Energy and Climate Branch, Finance Unit, Paris duty station. Under the direct supervision of the Head of the Finance Unit, the incumbent will be responsible for the following tasks:

Responsibilities 1. The management, monitoring and evaluation of the Seed Capital Assistance Facility (SCAF). More specifically the incumbent will be responsible for the following, with the part-time support of an assistant programme management officer: Strategic management of the facility under the authority of its Steering Committee. This includes monitoring progress towards outcomes and, if required, initiating amendments to SCAF governance, SCAF guidelines, SCAF manual and other SCAF project management processes; interacting with donors; ensuring full compliance with UNEP project management rules and processes; Leading the UNEP Project Management Unit of SCAF, responsible for the daily management of the facility. As such participate to the selection process and on-going reporting and monitoring of SCAF cooperating partners. This includes assessing potential partners’ proposals, overseeing the due diligence pre-contracting and post-contracting oversseing partners’ quarterly reporting, chairing the regional committee meetings, reviewing the annual support budgets of partners and their ad-hoc requests for seed-cofinance support of field projects. Those duties also include meeting the requirements of UNEP project management and budgeting processes such as project revisions; Initiating and/or participating to outreach activities to raise awareness of the programme, its results and UNEP work to address climate change; Managing and contracting SCAF implementing partners (UNOPS, the SCAF Agent, the SCAF trustee) to ensure effective and efficient project implementation and maintain effective relationships. This includes drafting and negotiating legal agreements with implementing partners and consultants, and the review and monitoring of the quality and timeliness of reports and outputs produced. Reporting on project substantive and financial progress to meet UNEP commitments to donors, to inform SCAF regional committee members, and to meet UNEP internal reporting requirements. This includes the preparation and review of annual, half-yearly and quarterly donor reports and answering ad-hoc requests, the organization and chairing of steering committees and update calls for donors, the review and approval of implementing partners’ reports and reporting against UNEP programme of work and project management information system. Initiating and supporting the interim and final evaluations of SCAF over the programme duration. Performing any other duties requested for an effective and efficient management of SCAF as they may arise.

2. Business development: investigating, initiating and developing new projects that build UNEP engagement in the climate finance area. The incumbent will be responsible more specifically for: initiating and developing new project concepts to expand the UNEP climate finance work programme in new areas or approaches. Building on the work developed by the Unit or by other units or initiatives of the Division, of UNEP regional offices, on partnerships and collaborations established by the Unit as well as on his/her own knowledge of the energy and finance sectors, the incumbent will design project concepts and identify potential partners and funding; developing and writing proposals, securing partnerships and identifying implementing partners to bring project concepts to proposals and secure funding and fully develop new projects including their internal approval and the execution of a donor agreement; monitoring resource mobilization opportunities relevant for the Unit; supporting, upon request, the development of other proposals and resource mobilization efforts of the Branch.

3. Other duties as required to support the implementation of UNEP programme of Work under the remit of the Finance Unit, Energy and Climate Branch or Economy division. Those may include but not be limited to the participation to outreach activities, support to other initiatives of the Unit, the preparation of written outputs, presentationsor background papers, the peer-review of publications or the provision of strategic inputs to the Branch, Division or UNEP work programmes.

    Education An advanced university degree (Master's degree or equivalent) in finance, business, economics, law, political science, engineering science is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of 5 years work experience in the energy and/or finance fields with project management and business development experience related to clean energy, clean technologies, climate or sustainable development finance in developing countries is required. Work experience in official development assistance and/or in international climate finance is desirable. Work experience in an international organization or similar organizations is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. Fluency in written and spoken English is required; working knowledge of French is desirable.

NOTE: “fluency equals a rating of “fluent” in all four areas (read, write,speak, understand) and “ Knowledge of” equals a rating of “ confident” in two of the four areas.

Assessment Evaluation of qualified candidates for this position may include a substantive assessment, such as a written test, which will be followed by a competency-based interview by phone or teleconference.
