Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

The post is located in the Science and Technical Assistance Branch of the Secretariat of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal, the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade and the Stockholm Convention on Persistent Organic Pollutants, in Geneva.

Under the overall supervision and guidance of the Head of the Science and Technical Assistance Branch, the incumbent has the following responsibilities:

Responsibilities - Participates in the development, implementation and evaluation of assigned programmes/projects; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. - Coordinates and facilitate the work of scientific and technical bodies of the conventions and organizes, prepares, or supervises the development of, scientific papers, reports and analyses. - Coordinates and participates in the organization of meetings of the Conference of the Parties (COPs), their subsidiary bodies and other meetings; provides substantive input through the preparation of documents, presentations and other activities; coordinating inter-sessional work of the COPs and their subsidiary bodies, including follow-up on decisions and related actions. - Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. - Researches, analyzes and presents information gathered from diverse sources. - Assists in policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies. - Undertakes survey initiatives; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. - Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications. - Provides substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations. - Undertakes outreach activities; conducts training workshops, seminars; makes presentations on assigned topics/activities; engages and provides guidance to experts and consultants. - Participates in or leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries. - Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements.) and prepares related documents/reports (pledging, work programme, programme budget). - Performs other related duties as required.

Education An advanced university degree (Master’s degree or equivalent) in physical or environmental sciences, chemistry, public policy or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five (5) years of progressively responsible experience in environmental sciences, chemical safety, waste management or related area is required.

Experience working on the chemicals and wastes multilateral environmental agreements, in particular the scientific aspects is desirable.

Experience working with national partners and liaising with government officials is desirable.

Experience coordinating and facilitating the work of scientific and technical bodies is desirable

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in written and oral English is required. Knowledge of another official United Nations language is desirable.
