Org. Setting and Reporting This position is located in the Evaluation and Oversight Section (EOS), Executive Office (EO), Office for the Coordination of Humanitarian Affairs (OCHA) in New York. OCHA is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

The Programme Management Officer/Evaluation Officer reports to the Head of Section EOS, EO.

Responsibilities Within delegated authority, the Programme Officer will be responsible for the following duties: - Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. - Provides technical and management support to OCHA’s internal or inter-agency humanitarian evaluations - Provides day-to-day project coordination and facilitation in support of communication and dissemination of evaluation findings and recommendations - Supports the conceptualization, design, implementation and dissemination of internal and inter-agency evaluations - Supports the Head of Section in her role as a Chair of the Inter-Agency Humanitarian Evaluation Steering Group by developing workplans, annual reports, monitoring and financial up-dates as well as organizing groups’ events and coordinating information flows. - Researches, analyzes and presents information gathered from diverse sources. - Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. - Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. - Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. - Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. - Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. - Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). - Performs other duties as required.

    Education Advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, economics or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.

    Experience in monitoring, evaluation and analysis of corporate performance of humanitarian programs is required

    Experience in managing evaluations of humanitarian programs, especially inter-agency or joint evaluations, is desirable

    A minimum of two (2) years in the last five (5) years of international field experience in aid operations is desirable.

    Languages English and French are the working languages of the UN Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of Arabic, French and/or Spanish is desirable.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    Special Notice This position is funded for a finite period of one year. Extension of the appointment is subject to extension of the mandate and the availability of the funds.
