Org. Setting and Reporting This position is located in the Policy and Best Practices Service (PBPS), Policy Evaluation and Training Division (DPET) of the Department of Peace Operations (DPO), and reports to the Chief of the Service. DPO provides political and executive direction to UN Peacekeeping operations around the world and maintains contact with the Security Council, troop and financial contributors, and parties to the conflict in the implementation of Security Council mandates. The Department works to integrate the efforts of UN, governmental and non-governmental entities in the context of peacekeeping operations. DPO also provides guidance and support on military, police, mine action and other relevant issues to other UN political and peacebuilding missions (https://peacekeeping.un.org/en/department-of-peacekeeping-operations).

The Policy, Evaluation and Training Division (DPET) is mandated to develop and disseminate the policy and doctrine guiding the work of peacekeeping. In addition, the division has the responsibility to evaluate, at the request of the heads of the departments, how those policies are being applied, gather lessons learned and best practices, and use that information to guide the development, coordination and delivery of standardized training, so as to complete the learning cycle. Responsibilities Within delegated authority, the Programme Management Officer (Coordination) will be responsible for the following duties:

  • Develops and evaluates projects related to peacekeeping policy issues, in coordination with PBPS teams; monitors and analyzes project and work plan development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with PBPS teams and other stakeholders; facilitates strategic planning and coordinates the identification of priorities for the service in support of the Chief; ensures follow-up actions.
  • Performs consulting assignments, in collaboration with the Service and other stakeholders, by planning and facilitating workshops, through other interactive sessions and assisting in developing the action plan the Service and other stakeholders will use to manage the change.
  • Researches, analyzes and presents information gathered from diverse sources, and coordinates the preparation of background briefs, talking points and other documents across the Service.
  • Coordinates policy development related to peacekeeping, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive backstopping to consultative and other meetings, conferences, etc. on peacekeeping issues, to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Initiates and coordinates outreach activities; makes presentations on issues related to peacekeeping, as appropriate.
  • Participates in large, complex field missions, including provision of guidance to external consultants and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.), including extra-budgetary and Peacekeeping Support Account funding, and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Coordinates activities related to personnel issues and supports the Chief of Service in staffing planning.
  • Coordinates information sharing across Service teams, develop, manage and maintain tools that promote cross-team synergies, including activities and leave forecasts.
  • Acts as the Training Focal Point for the Service.
  • Performs other duties as required.

Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education Advanced university degree (Master's degree or equivalent degree) in international relations, business administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in peace and security, project or programme management or related area is required. Experience in support of an international peace operation is desirable. Experience with results-based budgeting and personnel management is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of French is desirable. Knowledge of another official United Nations language is an advantage
