Org. Setting and Reporting This position is located in the United Nations Office of the High Commissioner for Human Rights (OHCHR), Regional Office for East Africa in Addis Ababa. The Conduct and Discipline Officer will report to the Director of the OHCHR East Africa Regional Office in Addis Ababa. The focus of the Conduct and Discipline Officer is the implementation, monitoring and evaluation of programmes, operations and other activities in an assigned functional area.

Responsibilities Within delegated authority, the Programme Management Officer (Conduct and Discipline) will be responsible for the following duties:

  • Participates in the development and implementation of assigned programmes/projects, etc.; monitors, coordinates and analyzes conduct and discipline aspects of the programme/project development and implementation; coordinates implementation with the African Union on conduct and discipline aspects of their Compliance Framework; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties, particularly African Union counterparts; identifies and tracks follow-up actions.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. As needed, undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions; acts as the focal point in the area of conduct and discipline; including coordination to support the AU on development of systems and tools, risk management, vetting and case management.
  • Engages with troop and police-contributing countries in coordination with CDS and the OHCHR Project Coordinator and relevant AU counterparts; coordinates on providing guidance on victim assistance related policies in peace operations, as well as other related tools for tracking assistance and coordinating with UN, AU and other relevant partners who provide assistance to victims of misconduct, including SEA in the field.
  • Liaises with relevant UN, AU and other partners to ensure that the Gender perspective is taken into account in the development of the policies, guidelines, procedures and the establishment of the related mechanisms that aim to prevent, respond and remedy to misconduct.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Performs other duties as required.

    Competencies PROFESSIONALISM: Knowledge of and exposure to a range of human rights issues including approaches and techniques to address sensitive and complex human rights problems in their political, ethnic, racial, gender and socio-economic dimensions. Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in the region or country of assignment, including the political environment and legal statutes as they pertain to human rights. Ability to complete in-depth studies and reach conclusions on possible causes and solutions to human rights problems in specific societies and systems. Demonstrated skills in training civil authorities and members of advocacy groups to recognize warning signs of civil unrest and take preventive action to avert hostilities. Ability to relate to human rights issues and perspectives, including their gender equality dimensions, to political, social, economic and humanitarian programmes in affected countries and areas. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education Advanced university degree (Master’s degree or equivalent) in law, business administration, management, or a related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.

Experience in working in peacekeeping missions is desirable;

Experience in developing policies, guidelines, and standard operating procedures is desirable;

Experience in developing and implementing capacity-building activities for military troops and/or police is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English, (both oral and written) is required; knowledge of French is desirable. Knowledge of another UN official language is an advantage.
