Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This position is located in Riyadh, Kingdom of Saudi Arabia under the authority of UNEP West Asia. The Programme Officer reports to the Saudi Environment Sustainability Programme Manager. The focus of the job is to lead the development, implementation, monitoring and evaluation of the air quality component in support for Saudi Arabia’s National Environment Strategy and in line with the strategic cooperation agreement between UNEP and the Ministry of Environment, Water and Agriculture of the Kingdom of Saudi Arabia.

Within delegated authority, the Programme Officer will be responsible for the following duties:

Responsibilities - Develop, implement and evaluate air quality management component of the Saudi programme, monitor and analyze programme development and implementation; review relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties and ensure follow-up actions. Develop a plan to improve air quality data management, assess and review legislation and policies in place to regulate and control emissions from sectors including industry and transport.

  • Provide technical guidance to the initiative to establish a central unit to assess air quality and emissions. Perform advisory and consulting assignments, in collaboration with the Ministry of Environment, Water and Agriculture and National Centre for environmental compliance.

  • Research, analyze and present information on air quality and pollution control for the benefit of the Ministry of Environment, Water and Agriculture and centers of excellence. Prepare a plan or strategy to improve air quality in the Kingdom of Saudi Arabia, in line with the strategic cooperation agreement between UNEP and the Ministry of Environment, Water and Agriculture of the Kingdom of Saudi Arabia.

  • Coordinate and support policy and strategy development with regard to air quality and pollution control, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. Generate survey initiatives; design data collection tools; review, analyse and interpret responses, identify problems/issues and prepare conclusions and recommendations.

  • Organize and prepare written outputs on air quality management, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. Provide substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

  • Initiate and coordinate outreach activities; conduct training workshops, seminars, etc.; make presentations on air quality and pollution control as well as other assigned topics and activities. Lead and participates in field missions to Saudi Arabia, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.

  • Coordinate activities related to budget funding for the assigned air quality component, in terms of preparation and submissions of new concepts, substantive progress reports and financial statements, etc.) and prepare related documents and reports (e.g concepts, pledging, work programme, programme budget, etc.).

  • Perform other duties as required.

  • Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

    Education Advanced university degree (Master's degree or equivalent) in Environment Management, Environmental Science, Air Quality Management, Pollution Control Policies, Technologies Economics or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of seven years of progressively responsible experience in Air Quality Management or Air Pollution issues is required. Experience working in government or international organizations settings providing advisory and technical support in Environment Management and Air Quality is desirable. Prior work experience in the West Asia region is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of Arabic is desirable.

NOTE: "fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.

Special Notice This is a project post. Appointment against this position is for an initial period of one year and may be subject to extension. Staff members are subject to the authority of Secretary-General and to assignment by him or her.
