Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The Law Division is the lead Division charged with carrying out the functions of UNEP in the field of environmental law, governance and related policy issues, including those related to multilateral environmental agreements (MEAs). To fulfil its mandate, the work of the Law Division focuses on: leading the international community in the progressive developmental of environmental law; supporting States in the development and implementation of legal, institutional and policy measures that address emerging and important environmental challenges; facilitating cooperation and coordination among MEAs and between UNEP and those agreements; working with MEA Secretariats to support Parties to the respective MEAs in implementing their treaty obligations; and facilitating policy dialogue among States on issues relating to international environmental law and governance.

This position is located in the Regional Office in Bangkok, Thailand. Under the overall supervision of the Regional Director and the Head of OzonAction, Law Division, and the direct supervision of the Senior Montreal Regional Coordinator (RC) for Asia and the Pacific, Compliance Assistance Programme (CAP), the incumbent will perform the following duties:

Responsibilities MANAGEMENT OF PROGRAMMES/PROJECTS

  • Participates in the development, implementation, and evaluation of assigned programmes/projects of the Compliance Assistance Programme (CAP) of UNEP OzonAction Branch, Regional Office for Asia and the Pacific (ROAP);
  • Monitors and analyses programme/project development and implementation; prepare and review relevant documents and reports;
  • Liaises with relevant parties; identifies and tracks follow up actions;
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports and financial statements) and prepares related documents/reports (pledging, work programme and programme budget);
  • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.

DELIVERY OF SERVICE OF COMPLIANCE ASSISTANCE PROGRAMME

  • Provides support to Network countries in meeting Montreal Protocol compliance requirements through planning and facilitating network meetings and workshops;
  • Researches, analyses and presents information gathered from diverse sources; assists in policy development to assist network countries meet their hydrochlorofluorocarbons (HCFC) phase-out obligations following the agreed timetable, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies;
  • Undertakes survey initiatives; reviews, analyses and interprets responses, identifies problems/issues and prepares conclusions to improve delivery of CAP services to the countries;
  • Prepares various written outputs as draft background papers, analysis, sections of reports and studies and inputs to publications that will be useful for the network countries;
  • Provides substantive support to consultative and other meetings, conferences to include proposing agenda topics, identifying participants, preparation of documents and presentations; undertakes outreach activities; conducts training workshops and seminars; makes presentations on assigned topics/activities as representative of CAP, UNEP ROAP.

    Education Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

    Work Experience A minimum of five years of progressively responsible experience in project or programme management is required. Two (2) years, of the five (5) years, experience related to ozone depleting substances or in national compliance regimes is desirable. Experience in implementing environmental programmes or projects at the national or regional levels in Asia and Pacific region is desirable. Experience with UN system, international organizations or national institutions that implement Montreal Protocol programmes is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

NOTE: ‘Fluency’ equals a rating of ‘fluent’ in all four areas (speak, read, write and understand) and ‘Knowledge of’ equals a rating of ‘confident’ in two of the four areas.
